September IHSA Board of Directors Meeting

The Illinois High School Association (IHSA) Board of Directors met at its regularly scheduled meeting at the IHSA office in Bloomington on Monday, September 16, 2019, where the Board approved one action item.


ACTION ITEMS
1. The Board conducted its annual review of IHSA Policy 14, voting to continue to offer a State Series in all sports and activities that are currently below the participation threshold (Boys & Girls Gymnastics, Boys & Girls Water Polo, Girls Lacrosse, Debate, Drama-Group & Interpretation).


APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Chicago (Brother Rice). The student was ruled ineligible for non-compliance with IHSA By-law 3.047.

2. The Board sustained the Executive Director’s ruling on a student from Elk Grove Village (E.G.). The student appealed for a fifth year of eligibility.

3. The Board sustained the Executive Director’s ruling on a student from Jerseyville (Jersey). The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.

4. The Board sustained the Executive Director’s ruling on a student from Chicago (Lindblom). The student was ruled ineligible for non-compliance with IHSA By-law 3.030 and 3.040.

5. The Board modified the Executive Director’s ruling on a student from Bloomington (Central Catholic). The student was ruled ineligible for non-compliance with IHSA By-law 3.042 and was granted non-varsity eligibility in football for the remainder of the season.

6. The Board sustained the Executive Director’s ruling on a student from Chicago (Noble/Rauner). The student was ruled ineligible for non-compliance with IHSA By-law 3.030 and 3.040.

7. The Board sustained the Executive Director’s ruling on a student from Chicago (Noble/Rauner). The student was ruled ineligible for non-compliance with IHSA By-law 3.030.

8. The Board overruled the Executive Director’s ruling on a student from Deerfield. The student was ruled ineligible for non-compliance with IHSA By-law 3.042 and is now eligible in football immediately.

9. The Board overruled the Executive Director’s ruling on a student from Deerfield. The student was ruled ineligible for non-compliance with IHSA By-law 3.042 and is now eligible in football immediately.

10. The Board sustained the Executive Director’s ruling on a student from Darien (Hinsdale South). The student was ruled ineligible for non-compliance with IHSA By-law 3.030.


DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action is taken. The following is a report of those items from the September 16, 2019, agenda:

1. The Board discussed ways that sports and activities that currently fall below Policy 14’s participation threshold can increase participation.

2. The Executive Director updated the Board on the IHSA’s plans for the New Administrators Workshop and IPA Conference.

3. The Board heard an update on by-law submissions thus far. By-law submissions are due to the IHSA office by October 15, 2019 in order to be included in the 2019-20 Legislative process that begins in November.

4. The Board heard a presentation from Illinois Ultimate on the growth of ultimate and current high school participation in the sport in Illinois.

5. The Board heard a report on schools who have filed waivers to play up a State Series classification. All waivers require a two-year commitment. The schools, sports, new class, and applicable years on each waiver are listed below:
