IHSA Board Tabs Katy Hasson For Third Term As Board President

The Illinois High School Association (IHSA) Board of Directors met for its regularly scheduled meeting at the IHSA office in Bloomington on Wednesday, October 12, 2022. During the meeting, the Board approved seven actions items, including electing the Board Officers for the 2022-23 school year.

Rockridge High School Principal Katy Hasson (left) was elected to serve as the President of the Board for the third consecutive school year after winning reelection for her at-large seat earlier this month. Hasson became the second female Board President in the Association’s history in 2020, spanning back to the first officer elections in 1903. Dan Tully (center), the principal at Notre Dame High School in Niles, was elected as the Vice-President after serving in the Secretary role a year ago. PORTA High School Principal Amy McMahan (right) is the new Secretary, marking her first time serving in an officer role on the board.

“I feel humbled and privileged to be reelected as the IHSA Board President,” said Hasson. “I will continue to be an advocate for Illinois high school students who participate in IHSA activities and sports, and look forward to working alongside my fellow Board members on behalf of the entire IHSA membership.”

ACTION ITEMS
1. The Board approved a recommendation to extend the IHSA Dual Team Wrestling and IHSA Individual Girls Wrestling State Final hosting contract with the Bloomington-Normal Area Convention & Visitors Bureau to be hosted at Grossinger Motors Arena in Bloomington for five years (2023, 2024, 2025, 2026, 2027).
IHSA Executive Director Craig Anderson:
“Grossinger Motors Arena and the entire Bloomington-Normal community have been incredible hosts for the IHSA Dual Team Wrestling State Finals for several years and helped usher in a new era with the first-ever IHSA Individual Girls Wrestling State Finals a year ago. The venues and communities, coupled with the support of the Bloomington-Normal Area Convention & Visitors Bureau, continue to make this area an easy choice for hosting IHSA State Finals. We are excited to extend these contracts and look forward to more successful State Finals there in the future.”

2. The Board approved a recommendation to add a $3 parking fee to each ticket for the 2022 IHSA Football State Finals at Memorial Stadium in Champaign-Urbana.

3. The Board approved a recommendation to appoint the following individuals to the Legislative Commission:    
       District 12 – Tony McCoy, Principal - Elmwood - Term Expires 2025
       District 13 – Gary Page, Principal – St. Joseph (S.J.-Ogden) - Term Expires 2023

4. The Board approved a recommendation to dissolve the girls softball cooperative agreement between Hartsburg-Emden High School and Delavan High School.

5. The Board approved a recommendation to update the IHSA Esports Terms & Conditions to reflect the proposed rules associated with three games (FIFA Soccer, Mario Kart, Super Smash Bros.) for the IHSA Esports State Series in 2023.

6. The Board approved a recommendation to approve the NorthShore Exchange Organization at Northridge Prep High School in Niles.


ADVISORY COMMITTEE RECOMMENDATIONS

1. The Board approved the consent items from the Advisory Committees in the following sports & activities: Baseball, Softball, Track & Field, Water Polo, Bass Fishing, Officials, Sports Medicine, Student Advisory.

Consent items are recommendations that received approval from the sport/activity advisory committee, the Athletic Administrators Advisory Committee and the IHSA staff. Consent items can be viewed by clicking here.

Non-consent items are recommendations from sport or activity committees that did not receive a majority vote from the Athletic Advisory Committee or IHSA staff.

Boys & Girls Water Polo
1. Changed Sectional Prelim schedule from four contests in one night to be conducted on two nights as two doubleheaders.

Boys & Girls Track & Field
1. Adopted the 2022-23 State Series qualifying standards.


APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Hinsdale Central High School. The student was ruled ineligible for non-compliance with IHSA By-law 3.042.

2. The Board overturned the Executive Director’s ruling on a student from Boylan Catholic High School. The student was initially ruled ineligible for non-compliance with IHSA By-law 3.030. The student now has full eligibility.

3. The Board sustained the Executive Director’s ruling on a student from Normal Community West High School. The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.

4. The Board sustained the Executive Director’s ruling on a student from Gwendolyn Brooks College Prep Academy. The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.

5. The Board sustained the Executive Director’s ruling on a student from Bunker Hill High School. The student was ruled ineligible for non-compliance with IHSA By-law 3.034.3.

6. The Board sustained the Executive Director’s ruling on a student from Brother Rice High School. The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.

7. The Board sustained the Executive Director’s ruling on a student from Benet Academy. The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.

8. The Board sustained the Executive Director’s ruling on a student from Marquette Academy in Alton. The student was ruled ineligible for non-compliance with IHSA By-law 3.030.

9. The Board sustained the Executive Director’s ruling on a student from Civic Memorial High School. The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its sub-sections.


DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action was taken or action may not be required. The following is a report of those items from the October 12, 2022, agenda:

1. The Board heard a report on the IHSA New Administrators Workshop held at the IHSA Office on September 28.

2. The Board heard a report on the NFHS Section IV Meeting, which the Executive Director attended from September 22-24 in Michigan.

3. The Board heard a report on IHSA staff attending the IASA Conference, as well as staff attendance at the upcoming Illinois Principals Association Conference and Illinois Association of Schools Boards Conference.

4. The Board heard a report on the new by-laws and changes to existing by-laws that have been submitted by member schools for the upcoming legislative process beginning in November.

5. The Board heard the schedule of the upcoming IADA Division Meetings, which will be attended by IHSA staff:
       Division 1-October 20-10:00 a.m. at De La Salle High School
       Division 2-October 20-9:00 a.m. at Forest View Educational Center
       Division 3-October 20-1:00 p.m. at Plainfield North High School
       Division 4-October 26-9:00 a.m. at Sterling High School
       Division 5-October 19-9:00 a.m. at BSN in Rantoul
       Division 6-October 20-10:00 a.m. at Williamsville High School
       Division 7-October 25-10:00 a.m. at Roland Barkau Memorial Golf Course

6. The Board provided the IHSA staff with the direction to review roster and awards limitations for each sport to see what sports may require increases or decreases based on current participation trends.

7. The Board heard a report on the Illinois High School Activities Foundation’s election of a new Board of Directors and Board Officers.

8. The Board and staff recognized Kenwood Academy Principal Karen Calloway, Dunlap Principal Katie Cazalet, and Plainfield North Athletic Director Ron Lear. All three were attending their first Board meeting since being elected earlier this month.
