IHSA Advisory Committee Meeting Minutes - 2007-08

The IHSA Boys/Girls Soccer Advisory Committee met in the IHSA Office in Bloomington, Illinois, on Wednesday, April 23, 2008, beginning at 10:00 a.m.  Committee Members present were: Tony Bauman, Bloomington; Dennis Canny, Rochester; Norm Hillner, Roselle (Lake Park); Paul Kohorn, Lisle Sr.; Ed McBride, Official, Mackinaw; Jim Montgomery, Waterloo (Gibault); Mike Moses, Chicago (University); Patrick Sell, Roanoke (R.-Benson) and Assistant Executive Director, Beth Sauser was also in attendance.

TERMS AND CONDITIONS RECOMMENDATIONS:

1.   Item VIII.  2. Goal Differential: (boys and girls)

Recommendation: If there is a (7) seven goal differential at the start of the second half or anytime after the start of the second half, the clock shall be reduced by half of the remaining time.

     Rationale:  Extends the current regular season goal differential rule through the state series. (7-0)

Items of General Discussion and Administrative Recommendations:

1.   The committee reviewed the boys and girls soccer manuals and recommended their continued use with appropriate updates made by the IHSA staff for the 2008-2009 seasons.

2.   The committee discussed the season summary sheets for the seeding meeting and requested the addition of a “classification” category next to the opponents name to assist in seed meeting process. 

3.   The committee thought it is appropriate for some regionals/sectionals to conduct meetings online when there is excessive travel for participating coaches.

4.   The committee requested the IHSA place soccer programs on probation if the head coach does not attend the seed meeting or participate in an online seed meeting.  If the head coach does not participate in a seed meeting two years in a row that program is on suspension and cannot enter the state series.

5.   The committee discussed the penalty kick procedures during the state series and did not modify the current practice.

6. The committee discussed the four (4) ten (10) minute overtime procedures and did not modify the current practice.

7. The committee reviewed 2008-09 NFHS rules changes and all shin guards must have the NOCSAE stamp or label beginning with the 2008 Boys season.

8. The committee recommends to the Athletic Administrators Ad Hoc Committee that the bench limitation increase to 30 team personnel.  No more than 25 dressed players and 5 coaches/managers.

9. The committee discussed a potential by-law proposal allowing Class 1A teams begin competing one week prior to the Class 2A or 3A teams to balance the number of weeks in the season.  Currently the Class 1A season is one week shorter than the Class 2A/3A seasons.
           
10. The committee discussed the three-class tournament classification:
            Class 1A           0 – 754.00
            Class 2A           754.01 -  1652.00
            Class 3A           1652.01 – above

12. The committee discussed the three-class state finals time schedule: approved
Class 1A
Friday Semi-Finals         5:30pm and 7:30pm
Saturday Finals 5:30pm and 7:30pm

Class 2A
Friday Semi-Finals         11:00am and 1:00pm
Saturday Finals              9:00am and 11:00am or Noon and 2:00pm

13. The Committee discussed the soccer Classification breakdowns:
                  Boys                             Girls
1A              110 teams                     80 teams
2A              131 teams                     125 teams
3A              157 teams                     156 teams

Class 1A schools will use a regional-sectional-state final format.
Class 2A and 3A schools will use a regional-sectional-super sectional-state final format.

14. The committee reviewed the yellow card report from the boys and girls seasons.  The interactive reporting system in the Officials Center and the tracking system in the Schools Center have been successful during this inaugural year.  As a reminder, all officials must report yellow and red cards with in 48 hours of the contest to the IHSA and member schools. It is the obligation of member schools to track yellow cards on a game-by-game basis.
If the school does not see a yellow or red card reported within 48 hours of a contest on their school site then they must inform the IHSA of the type of card as well as the name of the official for follow up.
A downloadable Yellow and Red Card Tracking Report is available on the soccer websites for schools and officials use.
The committee reviewed the boy’s yellow card team totals. The highest number of yellow cards reported on a school was thirty-six (36) and the highest number of red cards on a school was eight (8).  During the boys season coaches received 296 yellow cards and players received 3, 648. As of this meeting, girl’s coaches have received 54 yellow cards and players received 292. The committee would like to collect at least another year of data before discussing a season team limit with potential post-season ineligibility. 

15. The committee discussed allowing higher seeded teams host the first round, move the seed meetings back a week and the process to make a by-law change. They also reviewed other state association’s information in tracking yellow and red cards.

16. The committee thanked Dennis Canny, Paul Kohorn and Ed McBride for their three years of service.
