IHSA Advisory Committee Meeting Minutes - 2007-08Boys/girls bowling Advisory CommitteeFebruary 20, 2008
The Boys and Girls Bowling Advisory Committee met on Wednesday, February 20, 2008 at the IHSA Office beginning at 10:00 a.m. Members of the committee in attendance were Bill Holland, DeKalb High School; Rudolph Fisher, Olympia Fields (Rich Central); Cindy Tapscott, Taylorville; and Steve Dirnbeck, O’Fallon H.S. Committee members not attending were Frank Menzies, Chicago (Jones); Tanya Johnson, Wilmette (Loyola Academy); Shirlene Wilkin, Decatur (Eisenhower); Steve McGriff, Rockford (Boylan). Invited guest attending were Mike Imes, St Claire Bowl; Todd Moeller, Boys State Final Manager. Susan Hinrichsen, Assistant Executive Director, IHSA was also be in attendance. TERMS AND CONDITIONS RECOMMENDATIONS: 1. Item VIII - P: Open Substitution Recommendation: It is recommended that coaches may make a substitution in the middle of a game provided the frame is complete. The bowler who was removed may not re-enter that game or be substituted for any other position in that game until the start of the next game. Multiple substitutions for a position are allowed although once a bowler is taken out for the game they shall not be eligible for re-entry for the remainder of that game. The new substituted bowler will assume the position and score of the removed bowler. Once a substitution has been made in either the sectionals or the state finals, the individual is no longer eligible for individual honors. Recording the substitution: The coach making the substitution shall notify the coach on his/her pair of lanes of the substitution. The frame and position in which the substitution was made shall be noted on the score sheet along with the name of the substitute. Ineligible substitution: In the event of an illegal substitution, a 30 pin deduction for each frame the illegal substitute bowled will be deducted from the individual’s score. A maximum penalty shall not exceed the actual bowlers score. Rationale: Open substitution takes the game to a higher level where coaching strategies play a part in the outcome. By allowing substitutions during a game, non-starters will be more engaged in the competition and pay closer attention to the competition. Open substitution has been experimented with in several conferences within the state, and is a standard rule at the collegiate level. approved 2. Item IX - A: Passes at State final Recommendation: It is recommended that for schools that qualify individuals to the state final 1 pass is provided for each competition and 2 passes for coaches listed on the List of Participants. Forschools that have qualifier teams to the state finals, a maximum of 8 passes for team competitors shall be issued provided the names of the competitors are included on the List of Participants. In addition,3 coaches’ passes will be issued to the team coaches whose names are included on the List of Participants. Administrative passes will be available at the pass gate or tournament central for school administrators whose team or individuals have qualified. Rationale: Consistent with other state final limitations. approved 3. Item IX - A: Competitor Pass Gate Recommendation: It is recommended that only coaches and competitors who have been issued passes shall be allowed in the pass gate and bowling center early on Friday. Following cuts on Friday, only coaches and contestants who qualify for Saturday’s competition shall be allowed in the pass gate and bowling center early on Saturday. Individuals that do not qualify for Saturday’s round 3 and 4 will be allowed entrance into the bowling center with the general public at no charge. approved4. Item VI: Time Schedule Recommendation: Adjust the start time for boys and girls to start 30 minutes later and additionally shorten the time for general admission to be allowed in by 15 minutes. Rationale: Schools prefer to start a little later and 30 minutes is enough time for teams to get settled in the facility. approved ADMINISTRATIVE RECOMMENDATIONS: 1. For the girls state final in round 4 switch the highest seeded blocks. This will accommodate spectator seating by moving them away from the snack bar. 2. The IHSA will post the lane conditions for boys and girls state finals. It will recommend the sectional sites to model the lane conditions. 3. The tie breaker procedure was interpreted and a process for conducting a tie breaker was discussed. 4. Cherry Bowl will ask for teams with buses to drop off their competitors at the door and park off campus. Parking spaces are at a premium and buses have been taking multiple parking spots. 5. The committee drafted a schedule for sectionals that have an open lane. It will be included in the managers and school manual. Generally for sectionals with 15 teams and 13 teams the open lane will be the last pair of lanes. In the morning session the open lane will be the even numbered lane. In the afternoon the open lane will be the odd lane in that same pair. This only works though for sectionals with 13 and 15 teams. Another rotation will be developed for sectionals that have other odd numbers in it.
ITEMS OF DISCUSSION: 1. Sportsmanship was discussed and the Sportsmanship Guidelines included in the school manual will be revised to address some emerging concerns. The sportsmanship guidelines will address the expectations of fans and players. Information on how to file a special report or SAWA report will be included. 2. Bill Holland and Cindy Tapscott will begin work on a girl’s regional/sectional tournament structure recommendation to submit for next year’s advisory committee. Girls’ bowling is approaching 186 teams in the series this year. 145 boy’s teams competed in the state series. 3. The committee discussed competition during the regular season and like the flexibility they currently have with tournaments and meets. The committee will remind coaches to talk to their athletic director about by-laws and policies that affect their team. 4. The committee discussed the idea of rotating state final sites for boys and girls. No action was taken. 5. The committee discussed lane conditions and the differences for left and right hand bowlers in regards to lane conditions. The committee recommended posting the state final lane conditions for sectionals to model. 6. The committee reviewed the USBC rule on allowing a shot to be redone. It approved the interpretation that when there is an unreasonable and unexpected distraction to a bowler, a coach can request and should be granted the shot to be retaken. 7. The committee reviewed correspondence and took action on most concerns. 8. IHSA recognized Bill Holland, Rudy Fisher, Shirlene Wilkin and Tanya Johnson for their service on the advisory committee.
