IHSA Advisory Committee Meeting Minutes - 2007-08

The IHSA Officials Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Thursday, April 17, 2008, beginning at 10:00 a.m.  Committee members present were:  Phil Dawkins, Caledonia (SW); Octavio Herrera, Naperville (FB); Mickey Klement, Joliet (Competitive Cheerleading); David Mathews, Crown Point, IN (WR); Vicki Munch, Arlington Hts. (GY); Roger Nichols, Normal (SB); Greg Pavloff, DuQuoin (BA); John Polka, Oak Park (TR); Tony Skrocki, Arlington Hts. (VB); Rick Wagahoff, Riverton (Athletic Director) (attending for William Lamkey, Riverton (Principal); and Pamela Young, Chicago (Senn) (Athletic Director).  IHSA Assistant Executive Director Dave Gannaway, IESA Assistant Executive Director Nicole Schaefbauer and Rick Karhliker, Springfield were also in attendance.  Committee members Jim Hayes, Peoria (SO) and Gary Gustafson, Troy (BK) were unable to attend.

1. Recommendation: For an official to move from the Recognized to Certified level, they must score 90% on the Part One exam and 90% on the Part Two exam.  Each official going for promotion must provide three (3) recommendations, with one being from a school personnel and one being from another Certified official.  The Committee would like for the recommendations to be done online.

Rationale: The Officials Advisory Committee felt that since the Part Two exam will be online for the 2008-09 year, officials will not be proctored and the officials going from Recognized to Certified in previous years could not use the rule book.  Since we will have no control over whether they use a rule book or not, the Committee felt that the test score needed to be raised when going for promotion to the Certified level.

2. Recommendation: That the Board of Directors approve the increase of the official’s registration fee to $45.00 online and $50.00 for those that pay by mail or walk-in.  This would be a $5.00 increase per official.

Rationale: This will provide the IHSA with necessary money to increase mileage for officials and to increase the base pay used to calculate official’s fees for all IHSA state series contests.

3. Recommendation: The Officials Advisory Committee recommends that the IHSA increase the mileage fee to $0.32 per mile for officials that have traveled over 70 miles to an IHSA state series contest.

Rationale: There has not been an increase in mileage for several years.  With the huge increase in gas prices, the IHSA needs to do something just to stay even with providing some type of financial support for officials to drive to an IHSA state series contest that is quite a distance from their home.  This increase would cost the IHSA approximately $1,700.00.

4. Recommendation: The Committee would like for the IHSA to increase the base on the IHSA official’s fee to $140.00.  This would at least provide a $3.00 to $4.00 raise for officials at the entry level of an IHSA state series contest.  This would cost approximately $57,000.00.

Rationale: The officials’ fees for the IHSA state series contest need to be adjusted to fall more in line with what officials make for a regular season varsity contest.  By increasing the official’s registration fee $5.00, the IHSA would get approximately $62,500.00 of new money.  This money could be used to offset the cost of the increase in mileage along with the increase in the base pay.

ITEMS OF GENERAL DISCUSSION:

  1. Reviewed the Agenda for the 2008 Officials Conference which will take place on July 18 and 19, 2008 in Peoria, Illinois.
  2. Discussion occurred on the officials rule book rotation and reminded the Advisory Committee that the following sports will not be issued new rule books for the 2008-09 year:  softball, swimming, football, wrestling, volleyball and boys gymnastics.
  3. With the criteria requirement of Level Two clinics being 5 points and credit given for yearly clinic attendance being 5 points, it was pointed out that both Level One and Level Two clinic dates will appear on the officials personal site.
  4. It was brought to the attention of the Advisory Committee the length of B games along with extra quarters or exhibition events being added to and officials on game day.  The Advisory Committee felt this was a contractual issue that officials and schools need to address, not the IHSA.
  5. Concerns about NISCOC pay schedules were addressed, but the Committee felt this was not an IHSA issue and that issues with NISCOC needed to go to the administrators/schools in charge.
  6. Concerns were brought forward about officials not receiving pay for an IHSA state series game/contest for three to four weeks after the contest.  The officials that are in that situation need to inform the IHSA administrator in charge of that sport.
  7. Discussion occurred on the news article that appeared in Chicago about officials that stated “they do not make that call”.  The IHSA did not have names of school/coaches that made that statement.  We have no information on what officials were referenced or what school/coaches made such a statement.
