IHSA Advisory Committee Meeting Minutes - 2006-07Boys/girls soccer Advisory CommitteeApril 25, 2007 The IHSA Boys/Girls Soccer Advisory Committee met in the IHSA Office in Bloomington, Illinois, on Wednesday, April 25, 2007, beginning at 10:00 a.m. Committee Members present were: Dennis Canny, Rochester; Joe Chivari, Aurora (Marmion Academy); Paul Kohorn, Lisle Sr.; Ed McBride, Official, Mackinaw; Ian McCarthy, Chicago (Whitney Young); Patrick Sell, Roanoke (R.-Benson); Mike Villa Troy, (Triad) and Assistant Executive Director, Beth Sauser was also in attendance. TERMS AND CONDITIONS RECOMMENDATIONS: 1. Item VIII. B. Resolution of Tie Games: (boys and girls) Recommendation: If a tie exists during an IHSA soccer state series contest, teams shall determine a winner by playing up to four (4) ten-minute sudden victory overtime periods, and if a tie still exists at the end of the fourth overtime then go to PK’S . Rationale: Extending the overtime to a maximum of four (4) ten (10) minute overtimes before PK’s will allow teams to win the game on the field instead of individual players. In addition, the extension will create a consistent overtime format throughout the state series by using the same overtime procedures currently practice during the championship game at the state final. (7-0) Approved State Association Adoptions Recommendations: 1. Recommendation: Yellow cards received during regular season or tournament competition are tracked by the member schools. Once a coach and/or player have accumulated five yellow cards, they are suspended for the next game. Once the coach and/or player accumulates three additional yellow cards, they are suspended for the next two games, three more, they are suspended three games. These are minimum penalties. All yellow cards must be reported by the official to the IHSA and the member school as currently practiced with all ejection reports. At the start of the IHSA tournament series, a coach and/or player will start with a clean slate if they have accumulated four or less yellow cards during the regular season. During the tournament series, once a coach and/or player accumulates three yellow cards, they are suspended for the next game; three more yellows, suspended for two games. Rationale: As leaders of their team, coaches should be as accountable as their players are for receiving a yellow card. (7-0) Approved
1. The committee reviewed the boys and girls soccer manuals and recommended their continued use with appropriate updates made by the IHSA staff for the 2007-2008 seasons. 2. The committee discussed the season summary sheets for the seeding meeting. This useful tool needs to be completed in full by each coach and submitted to the seed meeting host in order to ensure all voting coaches have the same information. The committee would also like to access the season summary sheets online for review beginning Monday night prior to the seed meeting. Coaches would be able to print the sheets off, alleviating the seed meeting host of making all the copies, and prior review would help the seed meeting run more smoothly. 3. The committee discussed online seeding as well as moving the seed meetings to Sunday as a way to boost attendance. Each of the assigned schools in that sectional would vote to decide whether to conduct the seed meeting online or face-to-face. A 2/3rds majority of the voting schools would determine how the meetings are conducted. 4. The committee discussed the value of the open dates page. They suggested for a more accurate list, all listings have an expiration date for each opening submitted. Once the expiration date has passed, the listing is removed from the site. For games/tournaments not filled, then the school could resubmit the dates with a new expiration date. 5. The committee discussed the difference in the number of teams participating in Boys and Girls A and AA tournaments. The Committee would like the Board review the classification policy for Soccer and investigate the benefits of three class system for Soccer by keeping Class A at the same cutoff and splitting Class AA into two classes. 6. The committee reviewed the yellow card report from the boys and girls seasons. There were 2848 boys reports submitted and 288 girls reports submitted. Beginning with the 2007 boys season the reporting system will be more interactive on through the IHSA website for officials and schools to use. As a reminder, all officials are obligated to report yellow and red cards with in 48 hours of the contest to the IHSA and member schools. It is the obligation of member schools to track yellow cards on a game-by-game basis. If the school does not see a yellow or red card reported within 48 hours of a contest on their school site then they should inform the IHSA of the type of card and the official for follow up. The committee discussed a sliding scale for the yellow card count but thought the system needed to remain simple since there is data from only one season. The committee suggested that a downloadable yellow card report form for coaches to submit to their administrators after each game be available in August as a way to better track cards. The committee reviewed the boy’s yellow card team totals. The lowest number reported was one (1) and the highest number reported was forty-one (41). The committee would like to collect two more years of data before discussing a season team limit with potential post-season ineligibility. 7. The committee suggested that the following topics for discussion at the 2007-08 Soccer Rules Interpretation Meetings: 9. Create a list of artificial grass fields near North Central College for Elite Eight schools to contact for practice time. 10.
