IHSA Advisory Committee Meeting Minutes - 2006-07Boys/girls bowling Advisory CommitteeMarch 26, 2007 The Boys and Girls Bowling Advisory Committee met on Wednesday, February 21, 2007 at the IHSA Office beginning at 10:00 a.m. Members of the committee are: Sharon Krack, East Moline (United); Tanya Johnson, Wilmette (Loyola Academy); Bill Holland, DeKalb; Rudolph Fisher, Olympia Fields (Rich Central); Shirlene Wilkin, Decatur (Eisenhower); Cindy Tapscott, Taylorville, and Steve Dirnbeck, O’Fallon H.S. Invited guests also in attendance were: Mike Imes, St Claire Bowl; Todd Moeller, Boys State Final Manager and Susan Hinrichsen, Assistant Executive Director, IHSA. Invited individuals not in attendance: Damon Anderson, Sr., Chicago (Mather); John Anderson, Cherry Bowl; Carol Floros, Girls State Final Manager; and Maurice Ellis, Bowling Coordinator for the Chicago Public Schools. TERMS AND CONDITIONS RECOMMENDATIONS: 1. Item VIII R – State Final Block and Lane Assignments: Recommendation: It is recommendation that for the boys and girls state final tournament, one or two “individual teams” will be placed within each of the 5 team blocks for all rounds. On Friday the team and individuals will be assigned to their blocks based on the luck of the draw. When two “individual teams” are assigned to the same block, they shall be placed on the same pair of lanes within the block. Blocks will rotate 2 blocks left or right after round 1. On Saturday Round 3 and Round 4, the top 4 teams and top 10 individuals will be placed in one block. “Individual teams” will be assigned on the same pair of lanes in their block. The next 4 teams and next 10 individuals will be placed in a new block followed by the remaining 4 teams and remaining 10 individuals placed in the final block using the same format. The seeds will be placed in the block of lanes so that the best seeds will be next to each other for the final game of the round. After Round 3 and for Round 4 seeded blocks will rotate so that the seeded positions are rotated to new blocks. Rationale: This is a hybrid version of the current rotation. The rotation protects teams that start next to the wall from not rotating to the other side of the house’s wall. Rotating blocks for Saturday ensures that the seeded teams bowl in a different block. Rotation within the blocks sets up the best seeds facing each other at the end of the round not the beginning. Individuals are now included in the entire tournament blocks which was favored by coaches this year at both the boys and girls state tournaments. A lane schedule has been attached. Approved 2. Item IX New – Electronic Devices: Recommendation: It is recommended that competitors and coaches be prohibited from playing music with or without headphones, using cell phones, electronic devices or any unusual equipment that might assist a bowler in receiving outside coaching or instruction at anytime including during warm ups. Rationale: This addresses the use of ipods, cell phones, and other potentially disruptive devices. Approved 3 Item USA Interscholastic High School Bowling Rules – Rule 3, Art. 8 – Bowling Ball Altering Surface Recommendation: It is recommended that bowlers are allowed to alter the surface of the ball during warm-ups and between rounds by using abrasives such as sandpaper, scotch brights, liquid abrasive, and polishing machines. During play bowlers will be prohibited from using abrasives and polishing machines although they will be allowed to apply approved USBC cleaning agents such as rubbing alcohol. Rationale: Meets USBC rules. Approved ADMINISTRATIVE RECOMMENDATIONS: 1. It was reported that state final passes are getting confusing. It was reported that from now on bowlers and their coaches shall receive a wrist band. Coaches of teams will also receive 2 Pit Passes and Coaches of individuals will receive 1 pit pass. 2. The IHSA will pre-assign lanes for teams based on sectional results. Individuals will be posted after the sectional due to the possibility of duplicates. It will be put in the school manual so that once a team advances it will know what lanes it will be competing for Rounds 1 and 2. This will also assist the state final sites in assigning practice lanes. ITEMS OF GENERAL DISCUSSION: 1. The committee discussed the pros and cons to making the state tournament a team tournament only. It was agreed that the current structure serves the best interest of bowling by allowing more school representation and encouraging growth of programs. 2. The committee has struggled with at-large qualifiers and finding the best way to determine how they should advance. The committee has attempted to various methods like advancing the highest scores, advancing the scores closest to last qualifying spot, and advancing individuals based on an NCAA average formula. The committee reviewed data from both the boys and girls state finals and determined that sectional sites have different lane conditions, therefore, cannot be used as a fair comparison. After reviewing this year’s data the committee agreed that the most equitable way to advance at-large qualifiers was being used. 3. The committee reviewed data and a recommendation to advance the best teams in the state. A sectional complex was discussed as available to programs based on IHSA policy. This will be discussed once the boys and girls program have enough teams to add a regional level. 4. It was determined that the big screens used at the girls state finals were not clear enough to use. 5. It was reported that several schools were suspended from the state series for not completing the required List of Participants. The LOP’s are an important part of the state series. IHSA needs schools cooperation in meeting the deadline. Additionally, there was discussion on what to do with teams and/or individuals who breach a contract during the state series besides what is already being done. 6. The committee reviewed the format for the Bowling Terms and Conditions. It was clarified that the format is a standard format used for all Terms and Conditions. 7. The committee discussed the state final sites being wireless so that a coach could bring a laptop to the lanes and monitor results on the IHSA website which reports all game by game scores for everyone. The committee determined that the scrolling results and hard copies after each round were effective. 8. The committee discussed a recommendation that 12 teams advance and then 12 at-large teams advance to the state. The committee supports the current tournament structure and philosophy. 9. The committee discussed a case the Kansas State Association faced regarding a request for a student in a wheel chair using a ramp to compete in their state series based on the ADA act. 10. The committee reviewed correspondence covering at-large qualifiers, ACT testing conflicts, and sectional starting times. 11. The committee recognized Sharon Krack for her service on the committee.

Individuals are spread out and rotate in opposite directions where there are 2 teams. Coaches at state favored mixing individuals.
