IHSA Advisory Committee Meeting Minutes - 2006-07Boys/girls basketball Advisory CommitteeApril 26, 2007 The Boys’ and Girls’ Basketball Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Thursday, April 26, 2007, beginning at 10:00 a.m. Committee members present were: Tom White, Chicago (De LaSalle); Janet Holst, Salem; Anthony Smith, Bolingbrook; Brian Clodi, St. Charles (East); Brad Hatfill, Lewistown; Kevin Root, Hoopeston (H. Area); Jim Knauf, official, Ottawa; IHSA Assistant Executive Directors Kurt Gibson and Beth Sauser. Also in attendance were Rich Piatchek, Tinley Park (Andrew); Rick Wagahoff, Riverton, representing the Illinois Basketball Coaches Association; John Elder, representing the Illinois Coaches Association. Not in attendance was Doug Evans, Seneca. Terms and Conditions Recommendations 1. Boys’ and Girls’ Happening (3 Point Contest) Recommendation: In order to adjust for four classes in 2008, 32 3-Point Shooting contestants will qualify per class for the state finals 3 Point Contest. Shooters will qualify during the state series in the same manner that has been employed in previous years. At the state finals, contestants for Class 1A and 2A will compete in their own class on their own end of the floor beginning at 5 p.m. on the Thursday prior to the Class 1A and 2A state finals. The top four scores from the preliminary contest will advance to the finals, which will be held between semi-final games in the respective classes on Friday. The winners of the Class 1A and 2A contest will advance to the King/Queen of the Hill competition, which will be held between games 7 and 8 on the Class 3A and 4A state finals weekend. The Class 3A and 4A competitions will then be held in the same manner described above during the Class 3A and 4A state finals weekend. The winners of those contests will also advance to their respective King/Queen of the Hill competition. Rationale: Making this adjustment to accommodate for the association’s move to four classes in 2008 allows for the same structure and setup of the 3 Point Contest that has been employed over the years. This proposal brings the same number of competitors to the state finals as in previous years and will allow the contests to be run on the schedule used in earlier competitions, thereby causing no additional changes for tournament managers across the state. Approved 2. Boys’ Happening (Slam Dunk Contest) Sectional Complexes: nominate 4 contestants and 4 alternates At the state finals, contestants for Class 1A and 2A will compete in their own class on their own end of the floor beginning at 6 p.m. on the Thursday prior to the Class 1A and 2A state finals. The top four scores from the preliminary contest will advance to the finals, which will be held after the 3 Point-Shooting contest between semi-final games in the respective classes on Friday. The winners of the Class 1A and 2A contest will advance to the King of the Hill competition, which will be held immediately after the King of the Hill competition between games 7 and 8 on the Class 3A and 4A state finals weekend. The Class 3A and 4A competitions will then be held in the same manner described above during the Class 3A and 4A state finals weekend. The winners of those contests will also advance to the King of the Hill competition. Rationale: Making this adjustment to accommodate for the association’s move to four classes in 2008 allows for the same structure and setup of the Slam Dunk Contest that has been employed over the years. This proposal brings the same number of competitors to the state finals as in previous years and will allow the contests to be run on the schedule used in earlier competitions. The nominations by coaches for contestants will also be consistent with approaches used previously by the association. Approved 3. Item VI – B- 4) Tournament Structure and Time Schedules Recommendation: Alternate the order in which the odd and even numbered classes play on a yearly basis. The odd numbered classes shall play in the first sessions of the 2008 tournament, and the even numbered classes shall play in the first session of the 2009 tournament. The format shall then continue in this fashion, alternating the class that shall play first each year. Rationale: The committee felt that alternating the order in which classes play at the state finals will allow each class the opportunity to play every other year in the evening time slot. The committee felt that this approach, which is currently employed during the football state finals, would provide equity to all classes at the state finals. Rejected (The Board voted that in all bracketed team sports, the class order format for all classes will be utilized.) 4. Item V – C – 3) Tournament Assignments and Seed Meetings Recommendation: It is the responsibility of each competing school entered in the state series to complete an IHSA Season Summary Sheet on-line by 10 a.m. on the Monday prior to the seed meeting. After the established deadline, schools will be able to access the forms of those schools assigned to their sectional, sub-sectional, or regional tournament for review in advance of the seed meeting. Non-compliance may result in IHSA review and possible sanctions imposed upon the school. Rationale: The committee believes the Season Summary Form has been helpful in the seeding process. However, they believe that creating an interactive on-line form that schools could access prior to their seed meeting would make things run more smoothly at the seed meetings. Coaches would have time to digest the summary forms of the schools assigned to their respective tournament, allowing them to better prepare for the meeting. Rejected Administrative Recommendations None Items of Discussion 1. The committee heard reports from IHSA staff reviewing the 2007 state finals. 2. In reviewing the only known rules change for 2007-08 at this time, the committee was 4. The committee reviewed the tentative time schedule for the state finals and offered 5. The committee reviewed the by-laws that were approved earlier this school term by the membership and will take effect with the 2007-08 school term. 6. The committee discussed Official’s Ratings, their importance, and the process followed with ejections. The committee also discussed proposed changes in the ratings’ system which would make it easier for coaches to rate officials in the future. 7. The committee reviewed correspondence concerning the placement of players on the FT line. Correspondence and previous discussions had centered on the defensive team not obtaining enough rebounds in FT situations. The committee was informed that some rules change proposals on this very subject were recently considered by the NFHS Basketball Rules Committee. At this time, though, the results of that meeting are not known. 8. The committee reviewed a proposal from Lincoln High School concerning the seeding and grouping of teams in post-season play. Among other things the proposal would allow the higher seeded team to host games at the regional level in lieu of using a fixed regional site. The committee shared multiple perspectives on the issue but took no action on the proposal. 9. The committee discussed the Mercy Rule, reviewed its effectiveness, and offered no new recommendations on its use beyond what is currently utilized. As a result, the Mercy Rule will continue to be available for use in regular season tournaments that wish to do so. 10. The committee discussed the impact AAU coaches are having on the recruiting process. The committee expressed concerns that high school coaches are having less of an impact on the college selection of their student-athletes because of the AAU influence. The committee was reminded that a change in the current IHSA By-laws would be necessary in order to create an environment that would allow high school coaches to have more contact with their athletes outside of the season, which may then decrease the AAU and non-school influence on students. 11. The committee reviewed the state series tournament structure that will be utilized next year when the four class system is implemented. The committee was reminded that it is doubtful that specific sectional assignments for boys’ and girls’ basketball will not be made until early November since the entry deadline is November 1st.
