IHSA Advisory Committee Meeting Minutes - 2006-07Boys/girls volleyball Advisory CommitteeNovember 21 , 2006 The IHSA Boys and Girls Volleyball Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Tuesday, November 21, 2006, beginning at 10:00 a.m. Committee members attending were Deb Fisher, Brimfield; Jill Carter, Virginia; Gayle McRoberts, Pana (H.S.); Jennifer Propst, Casey (C. -Westfield); Pam Young, Chicago (Senn); Bill Schreier, Wheaton (W. Warrenville South); Kristy Pierce, Lanark (Eastland); and Jennifer Stanley, Carbondale (H.S.). Assistant Executive Director, Susan K. Hinrichsen was also in attendance. Not attending was Doug Blundy, Crystal Lake (Central). TERMS AND CONDITIONS RECOMMENDATIONS 1. Item VI-B-4. – Tournament Structure and Time Schedules Recommendation: Session 2 Semifinals Session 3 Consolation and Championships Session 4 Consolation and Championships Each year together the Class 1A/2A will flip flop with the Class 3A/4A B. 2008-09 Girls Tournament Structure and Time Schedule Session 2 Semifinals Session 3 Consolation and Championships Session 4 Consolation and Championships Approved ADMINISTRATIVE RECOMMENDATIONS Boys and girls seed meeting concerns were addressed with the following recommendations: 2. Prioritize the seeding factors as follows: If seeds are questioned, a coach must justify the seeds using only the record of the team, record of the teams it played in its sectional (regional or sub-sectional in some cases) and outcome of competition with common opponents. Seeds cannot be justified by using the last 2 priorities which are the strength of schedule or the strength of returning players. d. Vote of coaches: While coaches are still required to complete the season summary sheet, it is recommended that coaches may abstain from voting at the seeding. Coaches who are not prepared to seed only hurt the true seeds of a tournament. Instead of making them come up with the seeds, allow them to abstain from seeding. 3. Out of Range Score Adjustments: Any seeds from a coach that are more than 2 points higher than the seed that occurs most often for a team, must automatically be adjusted up or down to be inside the range. Example, 1, 1, 1, 2, 1, 8 are the seeds for team A. The seed that occurs most often is #1. Since a seed can be no more than 2 above that, the 8 seed must be brought back into range which is 3. This score is automatically changed by the complex manager to 3. Rationale: This addresses out of range scores at the seed meeting and also sets up a system that could be used in future online seeding. 4. Make a spreadsheet available online to sectional managers. Bill Schreier will get us the spreadsheet he uses for seeding meeting for managers to download from the IHSA website. 5. Currently the season summary sheet is a downloadable form. Make this form an interactive form that is available to schools prior to the seed meeting as it was done for online seeding experiment. This provides another transition into online scoring and allows coaches to view stats ahead of time and come prepared to the meeting and makes it easier for managers. ITEMS OF GENERAL DISCUSSION: 1. The committee discussed if we should combine our super-sectionals so we have 1A/2A at one site, 3A/4A at one site. Therefore there would be 2 contests per super-sectional instead of one. There was concern with the seating for a 1A/2A site. Attendance has been good at each of these levels and the committee is not sure there are high school host sites that can handle the attendance. 3A and 4A schools have larger gymnasiums and seating. 2. The IHSA Sectional Complex Online Seeding Meeting Experiment was discussed by the committee and it concluded that it was well received. The outcome of the top 4 seeds from the online vs. the outcome of the traditional vs. the actual outcome was not exact but comparable for the top 4 seeds. If a system for managing scores that were “out of range” could be addressed, then online seeding would be something the committee would like to look at for volleyball. The committee made several recommendations to process with the idea of moving it into an online format. 3. The committee reviewed the Officials Training DVD, the NFHS rule changes, the NFHS libero serving experiment, and proposed NFHS rule recommendations for 2007-08 school year. Overall the committee approved of the new rule changes and the libero serving experiment. They favored allowing bobby pins, allowing an additional time out for game 3 of a 2-3 game match, allowing a contrasting border to make the entire number contrasting. They did not favor the ball being played below the waist, using a multicolored ball, eliminating insignificant contact at the net and providing the option for coaches to remain on the same side all match. 4. Awarded Gayle McRoberts, Jennifer Propst, Pam Young, Bill Schreier and Deb Fisher advisory committee service awards and thanked them for their work on the committee.
