IHSA Advisory Committee Meeting Minutes - 2006-07

The IHSA Track & Field Advisory Committee met in the IHSA Office in Bloomington, Illinois, on Wednesday, September 6, 2006. The meeting began at 10:00 a.m. and concluded at approximately 2:00 p.m. Voting Committee members present were: Jack Eddy, Girls Track Coach at Richton Park (Rich South); John Overstreet, Athletic Director/Coach at Paxton (P.-Buckley-Loda); Toby Vallas, Girls Track Coach at Knoxville; David Grim, Boys/Girls Track Coach at Chicago (Luther North); Bruce Paisley, Athletic Director at Virden; Mike Schmidt, Boys Track Coach at Burlington (Central); Greg Jones, Principal at Sparta.  Other guests and non-voting members present were: John Polka, Meet Manager; Geza Ehrentreu, Coordinator of Officials; Owen Fuller, Metamora; Glenn Cothern, State Final Head Pole Vault Official; Jerry Parsons, Illinois Track Coaches Association; Nicole Schaefbauer, IESA Asst. Executive Director, Glenn Cothern Head Pole Vault Official, Downs, Don Helberg, President Elect for the Illinois Track & Cross Country Coaches Association; Art Pahl, Illinois Track & Cross Country Coaches Association.  IHSA Asst. Executive Director Ron McGraw was in attendance.

TERMS AND CONDITIONS RECOMMENDATIONS:

Item II: Dates and Sites
Move the Girls and Boys Sectional Meets to Wednesday with a rain date of Thursday, instead of Friday/Saturday.

Rationale:
This will allow for more officials to be available to work the Girls and Boys State Meets.  IHSA competes with IESA and the Boys Sectionals for officials to work the Girls Meet.  Track Official numbers are steadily declining due to other events and the maturity of our officials.

Item VII-C:  State Qualifying Standards
Class AA Boys Low Hurdles: from :39.8 MT/:40.04 FAT to :39.6 MT/:39.84 FAT

Rationale:
The list of State qualifiers from the last five years was reviewed.  By reviewing the number of extra State qualifiers and the qualifying standards from the past, it was determined that these standards should be adjusted.

Item VI:  Tournament Structure and Time Schedules
Eliminate the 800-Meter Medley Relay Event from the Girls Track & Field State Series.

Rationale:
Currently the girls meet has one more event than the boys meet, since the Pole Vault was added to the girls meet.  Eliminating the event will provide equity to both the girls and boys meets. It was brought to the attention of the committee that the event isn’t always run at meets in some areas.

Item VI:  Tournament Structure and Time Schedules
Run all four Flights of the 3200 M. Run back to back at the State Final Meet. The two flights of the Class A will be run, followed by the two flights of the Class AA.

Rationale:
This is an attempt to provide the competitors a more even competition field for all flights of the event.

Item XI-A: Appointment and Fees
Reduce the number of officials assigned to the Sectional from 3 to 2 (Meet Referee and Starter).

Rationale:
Over the last few years, IHSA has struggled to get enough officials to work our Sectional Meets.  Some areas of the state are lacking available officials.

Watches (not sure what T & C item):
Watches will not be allowed to be worn during competition.

Rationale (?):
There used to be a 10-minute limit to get to events in Track.  They allowed watches so competitors could get to their event on time.  It is no longer necessary.

Rejected

The IHSA Office received recommendations for the Advisory Committee.  During the meeting, the Advisory Committee reviewed the documentation.  The Advisory Committee was given the opportunity to act on any or all of the recommendations.
