IHSA Advisory Committee Meeting Minutes - 2006-07

The IHSA Officials Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Thursday, September 14, 2006, beginning at 10:00 a.m.  Committee members present were:  Clifford Bailey, Country Club Hills (BK); Jim Hayes, Peoria (SO); Octavio Herrera, Naperville (FB); Michael Hutton, Lake in the Hills (SW); Brian Knutson, Downs (Tri-Valley) (Athletic Director); William Lamkey, Riverton (Principal); Chris Long, Sigel (SB); David Mathews, Westmont (WR); Vicki Munch, Arlington Hts. (GY); Greg Pavloff, DuQuoin (BA); and John Polka, Oak Park (TR).  IHSA Assistant Executive Director Dave Gannaway; Rick Karhliker, Sherman (NFOA Liaison) and IESA Assistant Executive Director Nicole Schaefbauer were also in attendance.  Committee members Rhonda Haffner, Morton (VB) and Mickey Klement, Joliet (CH) were unable to attend.

  1. Recommendation:      The following grants be awarded to the following Recognized Officials Associations:

            Note:    The IESA will provide $2000.00 toward the grants and the IHSA will provide $5000.00 toward the grants.

  1. Recommendation:      Amend the criteria for the Observers Program relating to who can be an observer and drop the requirement that states “Not actively seeking a post season assignment in that sport, whenever applicable.”

Rationale:       Several Recognized Associations have requested to drop this requirement.  They felt that if the Recognized Associations are designing the Observers Program for their membership to improve officiating, that the Recognized Association would know who in their association would best serve as an observer for their members.  This is not an evaluation process that is used for post season assignment, rather a process to review officials to help them improve.

Recommendation:      The IHSA change the letter sent to new members to promote their involvement in an association.

Rationale:       This would give the beginning official information on all Recognized Associations and promote the positives of belonging to an association.

ITEMS OF GENERAL DISCUSSION

1. Discussion occurred on the education component with focus on the first year officials not getting enough education to help make them successful.  At the spring Officials Advisory Committee meeting discussion will occur on mandating that first year officials must attend a certified clinic or take an online course within one year of being licensed.  If officials have input on this topic, contact a member of the Officials Advisory Committee.

2. Update on the summer Officials Conference with the date for the 2007 Conference being July 20 and 21, 2007.

3. Reviewed several pieces of correspondences from officials, but no action was requested.

4. Reviewed the increase approved by the Board for Regional fee changes for 40% to 45% of the Base Formula used to calculate fees:

5.         Reviewed Policy for game fee cancellation that will be implemented for the 2006-07 school year.
           
            Official’s Fee for Suspended or Postponed Contest:

Officials will receive the fee listed in the Terms and Conditions for all State Tournament contests except for the following conditions:

            A.        An official is notified before arriving at the site:
                        No compensation.

            B.         An official arrives at the site and the contest is suspended/cancelled before it begins:
                        A show up fee is provided to the official which is one half of the game fee.
                        Mileage reimbursement for miles over 100 round trip.

            C.         Contest is started, then is suspended until the next day:
                        Official gets full fee for the started game and then a full fee for the completion of the game the next day.
                        Mileage reimbursement for miles over 100 round trip.
