May 3 , 2006

The IHSA Music Advisory Committee met at the IHSA office in Bloomington, Illinois, on Wednesday, May 3, 2006. Committee members present were: Chip Braker, Forreston; Kathy Chilar, Principal, Manito (Midwest Central); Kris Cox, Petersburg (PORTA); James Holmes, Monticello; Matt Seaton, Mt. Carmel; Ann Espel, Algonquin (Jacobs); Jon Montgomery, DuQuoin; and Mike Madonia, Lansing (Thornton Fractional South).  Carl Winfrey, Chicago (Crane); and Jennifer Davis, Activities Director, Downers Grove (South) were unable to attend. 


TERMS AND CONDITIONS RECOMMNEDATION

I.          SOLO/ENSEMBLE
1.         Item X-C-1 –SWEEPSTAKES AWARDS
            Recommendation:  It is recommended that winner, runner-up, third place and fourth place sweepstakes awards will be distributed to the four (4) schools in each class throughout the state which earn the greatest number of points in solo, ensemble and organization competition. 
Rationale:  With nearly 500 schools participating in solo and ensemble contests, recognition of the top 4 teams winning sweepstakes points would be appropriate.

II.        ORGANIZATIONAL

1.         Item VIII-D-3- g -   SIGHT READING
            Recommendation:  It is recommended that ten (10) minutes shall then be allowed for the group to do the following:  music is distributed to the students, the director offers verbal remarks about the music at sight, everyone is allowed to sing through the music one time only, a chord is given to re-establish the key/tonality of the music, the choir sings (a cappella) for adjudication, music is collected.

Rationale: Many young singers do not have a reference point in which to relate when beginning the sight reading process.  Currently students are not allowed to sing a scale in order to get the key in their mind and voice prior to sight reading.    This recommendation to the process shall positively contribute to the sight reading process.

2.         Item X-C-1 - SWEEPSTAKES AWARDS

ADMINISTRATIVE RECOMMENDATIONS 
1.         The IHSA will continue to work with Jon Montgomery to manage the computer entry program and maintain the electronic entry system.  The IHSA will explore internet entry systems to continue to improve the entry and management system. The IHSA is considering a mangers meeting that can detail the use of the technology and make managers more comfortable at using the technology and program. Plans to continue to update and improve technologies will be the focus.  The IHSA will continue to make strides to keep the technology user friendly and educate host managers on the process.
2.         The IHSA will review the entries of member schools in each classification to check for balance and see if any adjustments need to be made.
3.         Nominations shall be accepted for the National Federation Music Educator of the Year Award. Members of the advisory committee were given nomination forms.  Any member school interested in making a nomination can contact Susie Knoblauch at the IHSA.  This year’s nomination shall focus on outstanding orchestra music educators in the state of Illinois. 
4.          Required scales available on the IHSA website as a reference for member schools were positively received by the IHSA member school directors.
5.         The IHSA will review the host resources available for solo and ensemble and organizational contests.
6.         The IHSA shall create a pull-out section of the terms and conditions that makes it easier for directors to have a quick reference to solo and ensemble and organizational summary of terms and conditions.
7.         The IHSA shall review and update the “how to host” manual for contest managers.  Additionally, the list of adjudicators shall be organized regionally.
8.         Adjust #3 and #13 under Instructions to Adjudicators to #1 and #2 for emphasis.    Adjudicators need to be reminded that their adjudication should enrich the educational experience for all participating students. 
9.         Mike Madonia gave a report on the NFHS music meeting.  Topics of discussion included required literature, software, and adjudicator training programs and   instrument companies. Mike will continue to serve as the NFHS liaison for the   2006-07 season.  Mike welcomes information and photos from IHSA member schools for his state of the state report. 
10.       General topics of discussion included jazz scores, pep bands, PE exemptions, awards, sight reading music costs, accompaniments.
