IHSA Advisory Committee Meeting Minutes - 2005-06

Boys/Girls Bowling Advisory Committee

February 22, 2006

The Boys and Girls Bowling Advisory Committee met on Wednesday, February 25, at the IHSA Office beginning at 10:00 a.m.  Members of the committee in attendance were:  Sharon Krack, East Moline (United); Tanya Johnson, Wilmette (Loyola Academy); Norman Whitenhill, Chicago (Morgan Park); Jeff Woszcznski, Alton (Sr.); Bill Holland, DeKalb; Shirlene Wilkin, Decatur (Eisenhower); Cindy Tapscott, Taylorville.  Invited guests also in attendance were:  Mike Imes, St Claire Bowl; John Anderson, Cherry Bowl; Carol Floros, Girls State Final Manager, and Maurice Ellis, Bowling Coordinator for the Chicago Public Schools.  Also in attendance was Susan Hinrichsen, Assistant Executive Director, IHSA.  Not able to attend:  Rudolph Fisher, Olympia Fields (Rich Central); Todd Moeller, Boys State Final Manager.

TERMS AND CONDITIONS RECOMMENDATIONS:

1.         Item VIII-O. -- Sectional Lane Blocks:
                        Recommendation:  It is recommended that at the sectional tournament, no lane blocks will be used.  All bowlers will rotate one pair of lanes after each game.  The bowlers starting on the even numbered lane will rotate to the right.  The bowlers beginning on the odd lanes will rotate one pair to the left.
            Rationale:  No team will bowl against each other more than once.  It also allows for ease of administration for the sectional manager.

2.         Item VIII-M. – Seeding:
            Recommendation:  It is recommended that at the sectional and first and second session of the state tournament, no seeding is used for the placement of teams or individuals in lanes.  Lanes will be determined based on the luck of the draw.  Teams and individuals will continue to be seeded for Round 3 and Round 4.
            Rationale:  With teams rotating in opposite directions after each game, seeding becomes moot.

3.         Item VIII-R. -- State Final Lane Rotations:
            Recommendation:  It is recommended that at the State Finals after Round 1 on Friday, teams will rotate into different blocks for Round 2.  Teams that begin bowling for Round 1 on even lanes will rotate one block to their right.  Teams that begin their Round 1 on odd lanes will rotate one block to the left for Round 2.
            RationaleMoving teams to new blocks will allow teams to bowl on a new set of lanes and against new opponents.  Rotating blocks during the break will allow fans to move to a new set of bleachers.

4.         Item VII-E. -- At-large Bowlers:
            Recommendation:  It is recommended that 6 at-large qualifiers will be selected by the IHSA.  The IHSA shall survey all the sectionals and determine the 6 bowlers who are the least pins behind the last qualifying spot (2nd place) in the sectional.  In case of a tie, the tie breaker will be broken by the bowler with the highest series.  If the tie still is not broken, then the bowler with the best 6th game will advance.

            Rationale:  A fairer way to select bowlers who were close to advancing without actually advancing.
5.         Item VIII-T. – Uniforms:
            RecommendationIt is recommended that unacceptable apparel should be reported to the sectional/state final manager.  Bowlers must get back into compliance to the satisfaction of the manager in order to compete.  The decision of the manager is final.
            Rationale:  There were no penalties, nor any penalties needed in the past.  This has changed.

6.         Item IX-F. -- Camera and Video Equipment:
            Recommendation:  It is recommended that at the Girls State Final, 2 big screens hung over the back of the lanes will be used for scoring during the competition.  In addition, the screens will be on during the Thursday practice round.
            Rationale:  At the recent state tournament we tested the use of the screens.  It met with the approval of the majority of participants.  Scoring has been the biggest issue at the state tournament.  This will help.

Item 6 is Not a Terms and Conditions Item

ITEMS OF DISCUSSION:

1.         Open substitution was discussed with no action.
2.         A discussion on standardizing the lane conditions took place.  It was concluded that this program was not manageable or affordable.
3.         There was a discussion about the use of coaches who meet the IHSA coaching qualification by-law.  The advisory committee was asked to pass on the importance of this by-law and the ramification of violations.
4.         Bowling coaches will be able to sanction their season online next year.  A link will be available on the IHSA Bowling Form page.
5.         A report was given on the damages to the Ramada Inn by the boys bowling teams housed there.  It was recommended that a security deposit be required, teams be housed on the same floor and a plan for supervision by the school made prior to the state finals.
6.         The committee was notified that gambling, accepting money for competing (Pot Bowling) and playing under an assumed name are all IHSA by-law violations.  The advisory committee was asked to educate coaches and conferences on this.
7.         It was recommended that bowling recap sheets be included in the program.  John Anderson will provide a sample copy to the IHSA.
8.         It was reported that a LOP (List of Participants) form will be interactive through the School Center next year.
9.         John Sommer, on behalf of the bowling proprietors has developed a PE bowling curriculum geared toward elementary, junior high, or adaptive PE.  The committee has asked for more information regarding this program.  They are interested in distributing them to schools with bowling programs.  The Chicago Public Schools has already purchased the curriculum.
10.        The growth of bowling was discussed.  It was reported that 228 schools are needed to add regionals to the structure.  Currently girls' bowling has 188 entries and boys’ bowling has 139 entries.
11.        The committee discussed the pros and cons of advancing all teams to the state finals with individuals advancing from the teams after the Friday team cuts.  No action was taken.  The idea will be discussed at the two Coach’s Association meetings.
12.        Bowling certification should be done prior to the state series tournament.  A charge of $4.00 per bowling ball will be assessed bowlers if their bowling ball is certified at that time since coaches are expected to have the bowling ball certified in advance.
13.        Changes have been made to the spacing of lanes for Saturday’s rounds at girls’ bowling and Friday -Saturday rounds for boys’ bowling.
