IHSA Advisory Committee Meeting Minutes - 2005-06

Girls badminton Advisory Committee

May 17, 2006

The IHSA Girls’ Badminton Advisory Committee met at the Office of the Illinois High School Association on Wednesday, May 17, 2006, beginning at 10:00 a.m.  Committee members attending were Jeanine Konkolewski, Arlington Heights (Hersey); Mindy Meyer, LaGrange (Lyons); Aimee Barkalow, Hoffman Estates (Conant); Terry Ter Haar, Tinley Park (Andrew); Karilyn Joyce, Evanston (Twp); and Barb Barrows, Naperville (Neuqua Valley).   Also in attendance was Susan Hinrichsen, Assistant Executive Director of IHSA.

TERMS AND CONDITIONS RECOMMENDATIONS:

1.      Item V A 2. Sectional Complex and Sectional Seeding Meeting:

         Recommendation:  Both the sectional complex meeting and the sectional seeding meeting shall take place on Monday, April 30, 2007 beginning at 5:30 p.m. at four sectional complex sites designated by the IHSA.  The sectional complex meeting will be held for the purpose of determining the team seeds, designating host schools and assigning teams to one of the four sectionals in the complex.

         Immediately following the sectional complex meeting, each of the four sectionals in the complex will conduct a seeding meeting to seed individuals assigned to their sectional and subsequently complete the tournament draw.

         Rationale:  The meeting will be conducted after conference tournaments and at least 3 days prior to the sectional.  This structure eliminates one seeding meeting.  It will also allow coaches to set their lineups after the conference meet.  The set time provides for enough time to conduct both meetings and get coaches back at a reasonable hour.

ADMINISTRATIVE RECOMMENDATIONS:

1.      Coaches, whose player is not requesting a consideration for a seeded position need only complete on the List of Participants their school’s entry, indicate NR and stop.  The coach will not have to complete the win-loss season record section for the year.  In addition, the USAB ranking will be dropped from the online form and the previous years finish at sectional and state will be recorded.

2.      Revisions are requested to the winner report.  There is duplicate information that can be eliminated.  It is recommended that the report eliminate the round scores because they do not show who the competitor beat.

3.      The committee suggested that the sectional complex continue seeding in groups of 4 however, they recommend that those groups are not ranked 1-4 at first; rather announced to the coaches as the four in the first group.  This would hold true in the second group of 4, the third group of four etc.  Once all the teams are placed in their groups then all the coaches will rank all of the teams within each of their groups of 4.  This process will prevent an abuse of seeds if coaches know who the 1-4 seed are prior to selecting the next group.  It is recommended that IHSA create a seeding form that will be available to managers online in the forms section to use in administering this process.

4.      The committee discussed the benefits of seeding 1-4, then 5-12, 13-21 to speed things up.  It concluded that groups of 4 were the best way to go.

5.      The committee reviewed the state final seeding process and suggested that some clarification be made to the seeding criteria.  They were:

         1)   The player(s) entire season shall be the main consideration for the seeding process.  Therefore the results of a sectional win/loss record, direct/indirect victories and losses are only one factor that the committee is to consider.
   2)   The position played (position 1 or position 2) during the regular season is a factor.
   3)   The player(s) record as it relates to the strength of the overall season’s schedule is a factor.
   4)   Injury is a factor.
   5)   Information on the List of Participants is a factor.

         It was also concluded that these factors all play into determining the seeding and the criteria cannot be ranked.  It was also recommended that coaches who are serving on the seeding committee whose player(s) are being discussed at that meeting shall remove themselves from the discussion.  In addition, the committee must make their decisions based on the same information as any other seed.  Therefore the committee may not ask questions for clarification to a committee member if it is about his/her player.  The seeds will only be based on the information presented through the process.

6.      Casebook revisions – Illustration 36 was revised to be consistent with the Terms and Conditions.

7.      Online seeding is being experimented with next year in selective programs.  The committee was updated on that experiment.

8.      The committee completed a review of the state finals held for the first time at EIU.  That information will be shared with the host school.

9.      More volunteers are needed for next year’s tournament.  To assist in identifying them, it was recommended that a link be set up on the badminton page for volunteers to sign up.  The committee suggested that having volunteers sign up via the badminton page, for 3-hour time slots and mark their preference for singles of doubles play as well as the day(s) they wish to volunteer.  They also thought a simple job description could be posted with the volunteer information.

10.     The committee congratulated Phoebe Church, Ken Baker, Kevin Hussey, Nancy Grant, EIU and all of its staff and volunteers for a terrific state tournament with their support of EIU playing host again.

11.     Aimee Barkalow from Hoffman Estates (Conant) High School was recognized for her service on the Girls’ Badminton Advisory Committee.  Terry Ter Haar from Tinley Park (Andrew) High School was recognized for his 29 years of coaching badminton.
