IHSA Advisory Committee Meeting Minutes - 2005-06Boys/Girls Volleyball Advisory CommitteeNovember 22, 2005 The IHSA Boys and Girls Volleyball Advisory Committee met in the IHSA Office, Bloomington, Illinois, on Tuesday, November 22, 2005, beginning at 10:00 a.m. Committee members attending were Deb Fisher, Brimfield; Steven Alexander, South Holland; Gayle McRoberts, Pana (H.S.); Jennifer Propst, Casey (C. -Westfield); Pam Young, Chicago (Senn); Doug Blundy, Crystal Lake (Central); Bill Schreier, Wheaton (W. Warrenville South); Kristy Pierce, Lanark (Eastland); Jennifer Stanley, Carbondale, and Assistant Executive Director Susan K. Hinrichsen. TERMS AND CONDITIONS RECOMMENDATIONS:1. Item V.-C Tournament Assignments and Seeding Meetings: Recommendation: It was recommended that in situations where the sectional host site is not centrally located and in situations where the drive is extremely long, the IHSA can designate a seeding site other than the sectional site. The seeding host would be responsible to conduct the sectional complex seeding meeting only. Rationale: In some cases the sectional host site is not centrally located. By finding a site to host the seeding meeting that is centrally located, travel can be controlled. Approved 2. Item IX Tournament Policies: Recommendation: The committee recommends adding the IHSA pass gate policy language which states that five (5) school administrators, head and assistant coaches along with one (1) guest will be admitted on the days their team is participating. In addition, the manager, scorekeeper, video/camera operator, bus driver, athletic trainer and all rostered players (no guests) will be admitted free to the contest on the days their team is playing. On the days that the team is not playing the head coach will be allowed admittance for the entire level of that tournament. Rationale: This addition in the Terms and Conditions will create awareness. This policy is not being followed most likely because host schools are not aware of it. Tabled ADMINISTRATIVE RECOMMENDATIONS:1. The committee reviewed what a 4-class system would look like for volleyball. If the Board approves the 4-class system it is recommended that the 2 year rotation is:

The committee reviewed the Thursday practice schedule and determined that the practice schedule would be conducted according to the playing/time schedule that closely matches when teams would play on Friday. 3. The committee had a long discussion on the seeding of teams. It concluded that there should be additional information in the manual for schools and managers emphasizing the coach’s right to challenge a seed that is out of range. There were recommendations to the season summary sheet used at the seeding meeting and a sample presented at the meeting was approved. 4. It was suggested that the rule interpretation meeting be used to emphasize the seeding format with an emphasis on the challenge option. 5. The committee suggested changes to the sectional seeding form. A sample was submitted with approval from the committee. ITEMS OF GENERAL DISCUSSION1. The committee discussed the Monday super-sectional playing date and supported the continuation of the Monday date. 2. The committee discussed several NFHS rules proposals and supported the coaches standing rule, the uniform rule that provides for numbers to be placed on the upper body at or above the high stomach area, the officials mechanic for signaling net fouls to include the player at fault, the requirement of the officials to indicate to the floor captain and/or head coach the person who is sanctioned for misconduct, the elimination a penalty for incidental conduct and the libero being allowed to serve in 1 rotation. The committee did not support a rule for the coach to stand near the substitution zone when requesting a timeout or substitution or a rule regarding the submission of a line up to be confidential. 3. The committee discussed the 3 out of 5 format vs. 2 out of 3. The committee still supports the 2 out of 3 format. 4. The committee discussed the density factor, geographic principle, tournament structure, hosting vs. seeds, tournament draw vs. top 8 draw. 5. The committee heard a report on the progress of the official’s education CD which should be completed by the 2006-07 volleyball season. 6. The committee discussed the use of line judges during the regular season and supports the idea that they still be optional. 7. The committee also discussed the prohibition of glitter, bobby pins and other items that can become a safety issue. In addition, they were in agreement with the libero not needing numbers on the libero uniform. 8. The committee reviewed the coaches’ responses from the girls’ sectional complex meeting. Overall 63% favored 4 classes with 75% of the schools willing to drive 30 minutes or less to accommodate the increase.
