IHSA Advisory Committee Meeting Minutes - 2005-06

Boys/Girls Golf Advisory Committee

November 30, 2005

The Boys and Girls Golf Advisory Committee met at the IHSA office on Wednesday, November 30, 2005, beginning at 10:00. Members of the committee in attendance were: Bob Kies, Woodstock (Marian); Steve Cheesman Galesburg (H.S.); Debbie Johnston, Kankakee (Sr.); Susan Mandel, Deerfield; Jennifer Slaght, Freeport (H.S.); Steve Smith, Marion (H.S); J. David Hughes, Sports Coordinator at Chicago Public Schools; Bill Gamble, Bradley (B.-Bourbonnais); Robert Lockart, Mattoon; and Sarah Haas, Carterville. Susan Hinrichsen, Assistant Executive Directors was also in attendance.

TERMS AND CONDITION RECOMMENDATIONS:

1. Item VIII B. -- Tournament Rules:

Recommendation: Head coaches who elect to coach on the golf course must have their school provide the host school in advance the name of a school approved substitute observer. The coaching will be allowed between green and tee. Coaches must wait until the last player on the green putts out and not delay play off the next tee. No advice can be given to players between 9’s unless it is from the coaching staff.

Rationale: The only reason coaches have not been able to coach in the state series is because they were responsible to act as observers. If a school can send someone else to free up the coach, then coaching would be permitted. This rule is currently being used in Michigan.

2. Item X C. – Officials:

Recommendation: The state final rules committee will be comprised of golf officials from a bonifide rules organization.

Rationale: The Boys’ Golf State Final has used the CDGA as their rules committee for a number of years. This recommendation would then have the same or similar trained officials at the girls’ tournaments. Coaches would still be used for boys and girls at the regional and sectional level.

3. Item VIII. -- Tournament Rules:

Recommendation: Players are prohibited from playing with music with/without headphones, cell phones, artificial devices, or any unusual equipment that might assist a player in making a stroke or in gauging or measuring distance.

4. Item VI. -- Tournament Structure:

Recommendation: The tee times for Saturday’s state final final round shall be assigned based on Friday’s tee time. The first score in shall have the latest tee time on Saturday.

5. Item VII G. -- Regional and Sectional Individual Ties:

Recommendation: The sudden death playoff for the medalist position shall be started on a hole determined by the host school manager which may include first available hole.

ADMINISTRATIVE RECOMMENDATIONS:

1. The dates for boys and girls next year will go back to:

Boys Regional: Tuesday October 3, 2006

Girls Regional: Wednesday, October 4, 2006

Boys and Girls Sectionals: Saturday, Monday or Tuesday, October 7, 9, or 10, 2006

2. Girls program will be 2 classes beginning with the 2006-07 school year. Boys may go 3 classes based on the action taken by the Board. Both girls and boys will adopt the same tournament structure. The two girls’ state tournaments will rotate sites each year.

3. The committee recommended that the golf cart policy be revised to state that no carts will be available at the state final for spectators. This change reflects the fact that there are no additional golf carts available after the observers and rules officials have been given them. Note that shuttles will still be available to address the need for disable spectators.

ITEMS OF GENERAL DISCUSSION:

1. The policy for selecting state final host sites by the IHSA reviewed in addition to the 3 class model. Girls’ golf will go to 2 classes next year and boys are eligible to go to 3 classes if the board adopts the 3 and 4 class model.

2. The concept of a cap on scores over 10 was discussed. The circle 10 rule is used in several conferences. The rule provides that when a player reaches 10 on a hole, the player picks up and reports a 10 on the scorecard and circles the 10. This has helped with pace of play as well as assisting young players grow into the game.

3. The committee discussed the pros and cons to having observers. The idea of having one observer on each hole was discussed. The observer would make sure that scoring issues were resolved before the group went to the next hole. The advantage to this system is that only 18 observers would be needed, coaches would be free to monitor play and players would still have a way to resolve scoring before they got to the next hole. This also gives back the responsibility to the players to know the rules and monitor each other. In addition, it would free up carts and the expense of golf carts.
