IHSA Advisory Committee Meeting Minutes - 2005-06Athletic Officials Advisory CommitteeSeptember 15, 2005 The IHSA Officials Advisory Committee met at the IHSA Office, Bloomington, Illinois, on Thursday, September 15, 2005, beginning at 10:00 a.m. Committee members present were: Clifford Bailey, Country Club Hills (BK); Joe Elder, Cary (FB); Rhonda Haffner, Morton (VB); Kirk Haring, Princeton (Principal); Michael Hutton, Lake-in-the Hills (SW); Brian Knutson, Downs (Tri-Valley) (Athletic Director); Chris Long, Sigel (SB); Jerry Parsons, Normal (TR); David Weglarz, Lombard (BA); and Mike Wilkey, Oak Park (WR). IHSA Assistant Executive Director Dave Gannaway; IESA Associate Executive Director Nicole Schaefbauer and Rick Karhliker, Sherman (NFOA Liaison) were also in attendance. The Committee reviewed and accepted the Minutes of the April 7, 2005 meeting. 1. Recommendation: The Committee recommended the approval of the following grants that were applied for:
Rationale: The IHSA has provided $5000.00 and the IESA has provided $2000.00 for Officials Associations to apply for grant money to help support the following programs: Mentoring, Recruiting, Education, Training and Sportsmanship. Approved Item 1 2. Recommendation: All officials are to enter their availability for post season tournaments online in their personal site designated on the IHSA web page. Along with entering their availability, they should designate the number of contests they have contracted for that year, as well as any conflicts of schools. This requirement should start in the 2006-07 school year. Rationale: The Officials Advisory Committee feels that the majority of all officials have access to the IHSA web site and by requiring them to submit this information online; the IHSA would have accurate information when calculating the power rating of officials and assigning officials to post season tournaments. This would help clear up some of the problems created by scanning the attendance forms and getting the information correctly on the IHSA data base of officials. Approved Item 2 3. Recommendation: The IHSA add one more component to the power rating and that component would be clinic attendance. Officials that attend a Level Two clinic would be given 5 points and officials that attend a Level One clinic would be given 2 points in the power rating. Rationale: This would give the officials that attend a Level Two clinic (which teach the mechanics that are used in post season tournaments) 3 extra points and would motivate them to attend a Level Two clinic. Approved Item 3 4. Recommendation: The IHSA approve the NFHS online Officials Education Program as a method for officials to receive clinic credit. The NFHS online Education Program would count as a level one clinic for that sport. Rationale: The NFHS online Officials Education Program is a good program that would allow for officials to make their clinic requirement at home online. The cost is $75, but an official would not have to do this; it just allows for another option. Approved Item 4 5. Recommendation: In the 2007-08 school year all Recognized Associations have an Observers Program in place so they can help members of their association improve as an official. The Observers Program would need to be part of their constitution as to how it works and how often a member should be observed. Rationale: The Officials Association has wanted some type of Observers Program for several years. By waiting until the 2007-08 school year, the IHSA could work with the Recognized Associations and create a template so that many of the associations would not have to create their own program. Approved Item 5 Item of General Discussion: 1. The promotion of officials was discussed. The Committee members will review the notes on promotion from the Delegate Meeting and this will be an Agenda item for the April 6, 2006 Advisory Committee Meeting.
