Legislative Commission Votes to Place 4 of 14 Proposals on Annual Referendum Ballot

Four of the 14 proposals submitted to change the Illinois High School Association Constitution and By-laws were placed on the annual referendum ballot by the Legislative Commission at its second meeting Monday (Nov. 26) in the IHSA Office. All 35 commissioners attended Monday's meeting.

Following are the proposals on the 2007 IHSA annual referendum: No. 1, 2, 7, and 10. The others were rejected by the Legislative Commission after hearing feedback from member schools at the November town meetings. (The text of the original proposals is available in a PDF document.)

The ballot containing the proposals will be available online to IHSA member schools in the IHSA Schools Center on Wednesday, Nov. 28. The deadline to submit the online ballot is midnight, Thursday, Dec. 27. The ballots will be tabulated and the results posted on Tuesday, Jan. 8. A simple majority of votes cast on each proposal will determine whether it passes.

Here is a summary of the proposals on the ballot:

  • Proposal 1 would allow multiple-school activities involving schools from a single conference to begin as early as 8 am on a school day.
  • Proposal 2 would allow a retired coach from an IHSA member school to coach at any IHSA member school.
  • Proposal 7 would move the date for the start of practice in five fall sports (boys cross country, girls cross country, girls swimming, girls tennis, and girls volleyball), making it the same as the other fall sports (Wednesday of Week 6).
  • Proposal 10 would add two dates to the girls bowling and boys bowling seasons, raising the limit from 18 to 20.
