About the seeds: The seeding committee determines the top 56 teams and divides them into eight groups of seven teams of approximately equal strength, from top to bottom. The top seven seeds are determined by consensus. Within the rest of the groups, seeds are assigned randomly.

The remaining teams are divided into four groups of approximately equal strength and then within each of these groups, seeds are assigned randomly.
