Media Instructions State Basketball Tournament

(Subject to change at any time to Accommodate Evolving Use of Facilities at Carver Arena)

These special instructions have been recommended by the IHSA News Media Advisory Committee and approved by the IHSA Board of Directors.

NOTE: No Working Press personnel will be admitted at the Press Entrance without proper credentials. The press gate is located off the glass enclosed walkway to the Peoria Civic Center on the west side of the facility. The doormen have been instructed that should a person come to the Press Entrance with no credentials on file to be picked up, this person will be directed to Civic Center box office ticket window(s) on the east side of the building next to the main entrance. If any person does not have credentials waiting at the Press Entrance, the only manner in which this person can gain access to the building is with a ticket of admission.

1. Credentials and Locations
Admittance to Carver Arena -- Working Press personnel gain entrance to Carver Arena only with the following:

a. Respective 2000 Class A or Class AA Press Pass. (Good only for the tournament for which it is designed)

b. Regular Session Ticket at any gate open to the general public.

c. Official Tag at any entrance.

Should credentials be lost or stolen, the only access to the building will be through a paid ticket of admission. It is the responsibility of news media personnel covering the tournament to maintain possession of their credentials. Replacement credentials may be issued only by the game administration staff at the press entrance.

General Working Locations for News Media -- Properly credentialed news media personnel covering the State Final Tournament are assigned working locations by the IHSA Office according to job function and the facilities available inside the building for working personnel. The working locations and credentials which admit the working personnel to these areas are:
1. Working Press Box (Proper Press Pass)
2. Courtside Radio (Proper Press Pass)
3. Stand Seats (Actual Ticket or Press Pass assigned for seat)
4. Photo Shooting Areas on arena floor as outlined below (Session Floor Shooting Pass, you must have a camera in hand for this pass to be given access to Carver Arena Floor)
a. End line Photo Boxes on hardwood
b. East Sideline Photo Areas on hardwood in front of fan seating.

Press Room -- Persons with proper Press Pass (or other authorized credential) may use the press room behind Section 1 on the lower level of Carver Arena. Coats and other items may be checked and may be claimed at any time during each session of the tournament. Refreshments will be available. The Press Room is for use by the Working Press ONLY. Admittance will be allowed only with a Press Pass or Official Pass. Non-working press personnel will not be allowed access into the Press Room.

Equipment used to duplicate the material available to the media during the tournament will be housed in an area in the press room. All copies of material duplicated for the media will be distributed only to working locations 1 and 2 of the general working locations, and posted in the Press Room.

Printed Material Distribution Point -- Media personnel may pick up individual copies of duplicated material in the press room. Duplicated material will be passed only to working locations 1 and 2 of the general working locations. Personnel not assigned to these working locations (who display proper credentials) must obtain copies of duplicated material from the game administration staff in the press room. Requests for Excessive material will not be honored under any circumstances.

Special Note About the Press Room -- Tables and chairs (to be used on first-come, first-served basis) are available in the press room for use by the media. The Press Room is located in the lower level of Carver Arena behind Section 1. The head coach (and key players) from the competing teams each game will be available for the post-game press conference.

How to Get to Press Room (and Team Dressing Room Area)
Access to the Press Room and dressing rooms may be via the Lower Level of Carver Arena. You must display your Press Pass to the door guard for admittance.

2. Tournament Administration
a. Press Guide/Program Tickets -- The quantity of Press Guide and Press Programs printed is equal to the number of credentials issued by IHSA. Each Press Guide/Program Ticket entitles the holder to receive one (1) Press Guide, one (1) Press Program, one (1) Press Portfolio, and one (1) of any other press item(s) in the Press Room during the course of the tournament.

NOTE: Personnel manning the Press Room have been instructed to provide a Press Guide, Press Program, Press Portfolio, and other item(s) ONLY in exchange for a News Media Material ticket. Please do not embarrass yourself by attempting to obtain copies you are not entitled to receive.

b. Pre-ame lineup sheets, up-to-date scoring leaders (and team statistics), and other tournament information will not be passed to working personnel, but will be available at the Press Room. Quantities of this material are limited and you are urged to take only the material you need for personal use.

c. The Associated Press all-tournament team ballot to be completed by working news media personnel covering the tournament is contained in the Press Guide.

d. Play-by-play and box score information will be passed to personnel who are assigned space in the Working Press Box and to radio stations originating from Carver Arena. Others may pick up material in the Press Room.

e. Making Calls from Carver Arena -- A limited number phones for use by the working press are available for news media use on a first-come, first-served basis in the press room. Please make only collect and/or credit card calls only.

f. All material created for the tournament and game-by-game complete stats containing play-by-play, half-time and final box scores, quotes and notes, up-to-date statistics, records and other data is placed on the IHSA Web Site immediately following each game. The Web address: www.ihsa.org

3. Working Press Coverage Location Regulations
The Working Press Box and courtside press row is for working press only. Only persons who display the proper credentials for the proper seat assignment will be admitted to the Working Press Box or courtside press row. Please do not give your proper credentials to unauthorized personnel.

NOTE: Ushers will assist working personnel in locating their seat in the Working Press Box. Please DO NOT bring staff members into the working press box or courtside press row to sit at your company's location without them having the proper credentials for the space.

Press Box and Courtside Press Row Interviews -- News media representatives may interview coaches, etc., at their assigned location in the Working Press Box, but shall not invite these persons being interviewed to remain in the Working Press Box for the duration of a game and/or session.

Press Box and Courtside Press Row Security -- Working personnel should be aware that there have been instances in past years in which cassette tapes and other electronic equipment have been stolen from machinery and seating locations in the Press Box, especially after each game of a session when working personnel are in the Press Room. Carver Arena security has been established to help prevent theft of equipment, but it is still the responsibility of news media personnel covering the tournament to maintain possession of their equipment. For this reason, IHSA urges working personnel to:

a. Take cassette tapes and other small pieces of equipment with you when you leave your seat in the Press Box at the conclusion of each game, especially at the end of the second game each session.

b. Retain your telephone after you have finished your work each day (or after each session).

c. Retain other pieces of equipment with you when you leave the building each day, and be aware that if you choose to leave the equipment in the Press Room, neither IHSA or the Game Administrative Staff will be responsible for lost or stolen equipment or articles.

d. Report to Game Administration staff any theft of equipment inside Carver Arena while covering the tournament. IHSA and Carver Arena shall prosecute violators who are apprehended.

4. Courtside Press Row Regulations
Please restrict your activities to the area behind the tables. This specifically prohibits going to the benches or playing floor. You may gain access to the Press Room and rest rooms through the walkway on the east side of the court by displaying your Press Pass.

To reach your assigned area at the start of a session, please use any aisle.

Temporary interview cards are supplied in each credential packet for courtside radio originators. They are to be used for people coming to your station for interviews. These people will be expected to leave your location when they have completed their business with you. They may use any aisle to reach the floor and to leave. You may get more temporary interview cards from Game Administration Staff. Please indicate time and game number for these passes to be used, such as "Between halves - Game No. 1" or "Between 1 and 2," the person who will handle the interview for your station, and the Tournament (A Boys or AA Boys). Please fill out these temporary floor passes in ink.

5. Signs and/or Banners for your stations are prohibited in Carver Arena. Also, personnel occupying space at your court side location shall not display signs, banners, lettering on jackets or display any other type of symbol. Stations which cannot guarantee that personnel occupying their court side broadcasting location will conduct themselves in a professional manner shall be expelled from court side, and their approval to originate future IHSA activities will be highly scrutinized.

6. Photographer Interference -- Working News Photographers are being allowed to use the shooting zone on the arena floor in front of the east courtside seating locations. They are required to remain seated during "live ball" situations, and may move to and from the east sideline only at "dead ball" situations. Should there be problems, please bring the problem to the attention of the Game Administrative Staff. If you cannot find the Game Administrative Staff, please bring it to the attention of an usher, who will notify the Game Administrative Staff.

7. Press Interview Procedure -- The order in which coaches (and/or players) will be required to participate in post contest interviews/press conferences will be in this order: 1) (Only) Television; 2) (Combined) Print and Radio. Immediately following the conclusion of a contest, the coach(es) and/or player(s) involved in the contest will first be interviewed on television by Fox Sports Chicago announcers on the arena floor, (depending on the telecast timing). At the same time, other television crews can conduct interviews with coaches/players on the arena floor. (See Carver Arena Floor Diagram) After approximately four (4) minutes of television taping, the coaches involved in the contest will be taken to the press interview in the press room for the required post contest press conference involving print and broadcast personnel. (TV reporters may also participate but will not have exclusivity at this time.)

8. General Photographer Regulations
The photographer credential is issued for the sole purpose of providing facility access to an accredited agency's full-time salaried employee who has a legitimate working function (media or game service) in connection with this state tournament. It is nontransferable. Any unauthorized use of this credential subjects the bearer to ejection from the facility and prosecution for criminal trespass.

Any secondary use of any picture, audio description, film/tape or drawing of the game taken or made by the accredited organization or individual to whom this credential has been issued (including but not limited to use in delayed editorial or non-editorial, advertising, sales promotion or merchandising) is prohibited without prior specific written approval of the Illinois High School Association (IHSA).

Acceptance of the photographer credential constitutes agreement by the bearer and the organization to abide by the instructions to media included in the press credential packet.

9. Floor Limit -- Access to any/all the shooting zones on the arena floor at Carver Arena will be authorized on a session basis. You must show the proper pass and have a camera to shoot at floor level. School personnel passes are good only for the session in which their team actually participates. Intent of the procedure is to guarantee legitimate working photographers space in the shooting zones on Carver Arena floor.

10. Television Regulations
a) Any person or entity (“User”) wishing to obtain television or cable media credentials for IHSA sanctioned events (“Events”) must agree to comply with the following guidelines regarding use of footage, videotape excerpts, and/or highlights (“Highlights”) from the Events whether such highlights are personally shot or obtained by some other means.

b) User may broadcast, cablecast, air, televise, or display (“Display”) Highlights only in a “Bona Fide Newscast.” “Bona Fide Newscast” is defined as a half hour or one hour program that is regularly scheduled and includes news, weather and sports, e.g., the 9:00 p.m. and 10:00 p.m. newscasts on broadcast television stations. Entertainment and commercial uses of Highlights are not considered “Bona Fide Newscasts” and shall not be permitted without the express, written consent of Fox Sports Chicago/Intersport.

c) User may Display Highlights of an Event in progress as part of a “Bona Fide Newscast” so long as such highlights are not live excerpts.

d) Highlights may not exceed 3- seconds per Event or 2 minutes of running time total in any one Newscast or within any one-hour period without the consent of Fox Sports Chicago/Intersport.

e) Highlights may only be used, subject to the above guidelines, up to 48 hours after the Event.

f) Any Display of Highlights must provide a visual graphic courtesy to “Fox Sport Chicago/Intersport” for a duration of five (5) seconds over all highlights.

g) User may display “wrap-around” coverage or other on-site commentary/coverage only on the same terms which apply to User’s Display of Highlights.

h) No television station or any other person or entity may incorporate, superimpose, or “burn-in” into any Highlights a logo, trademark, advertisement, scoreboard or other graphic without prior written permission of Fox Sports Chicago/Intersport.
i) These requirements apply for all IHSA State Series Events.

j) Highlights may not be sold or transferred in any way, nor may they be used commercially, for on-air promotion or in any other manner not specifically set forth above without the express written consent of Fox Sports Chicago/Intersport.

k) Under no circumstances may Highlights be displayed over the Internet.

l) User may not hang signage at any event without the express written consent of IHSA and Fox Sports Chicago/Intersport.

m) The IHSA and Fox Sports Chicago/Intersport may revoke or refuse to issue credentials to any person or entity failing to comply with these guidelines.
This policy applies to all IHSA sponsored State Tournament/Meet Series except in the case of a live and/or tape delayed telecast scheduled during the telecast of an IHSA event by the IHSA’s current principal television provider. (See types of telecast section which is included in your News Media Directory.) This policy does apply to regular-season dual meets/contests or individual meets/tournaments.

11. Non-Television Photo Requirements
The Press Pass is for admission to Carver Arena. The Press Pass is for identification when taking pictures other than on the arena floor and for admission to the Press Room. Wear your Press Pass at all times in the building.

12. Photographer Seating: The Press pass DOES NOT entitle persons with these credentials seating in the stands. If you choose not to shoot a game, you MUST watch from an unused seat, or view from a monitor in the Press Room.

13. Arena Floor Shooting
Working Areas During and After Game -- (You must be authorized by the Photo Coordinator of the Game Administration Crew to be on the arena floor)

a. North and South ends of playing floor (hardwood) on both sides of the basket in the designated areas as follows:

1) Only photographers working a given game shall have priority in shooting positions behind the first line in the photo shooting zones.

2) All other personnel with photographer credentials shall remain behind the second line in the photo shooting zones.

Note: At no time shall any photographer under the basket and "in the free throw lane" extended while a player is shooting a free throw.

b. West side court, behind team benches (for crowd color, cheerleaders, etc.) -- Only during dead ball situations.

c. East side court in front of seats in front row. Access to shooting locations is only during time outs and never during live ball situations. Once in this location, a photographer must remain seated until the next time-out, or dead ball. Photographers who obstruct the view of fans shall be removed from this location and their photo privileges revoked.

d. Jubilation photographs shall be considered as a standard type of photography permitted following the conclusion of each game. Properly credentialed news photographers shall be permitted access to the arena floor following the conclusion of each game to shoot jubilation photographs of players, coaches, fans or other involved persons. Photographers shall be instructed by the Game Administration 
Photo Coordinator(s) and ushers after a reasonable period of time befitting the situation to retreat from the arena floor so that the next game or the trophy and award presentations may get under way. All working photographers (whether they be television camera operators or still photographers) shall abide by these shooting rules. Shooting area for photographers for trophy or award presentations is on the east side of arena floor on the painted border of the playing surface.

14. Non-Arena Floor Photo Shooting Locations (With Press Pass)
a. Any location in the seating area which does not obstruct or interfere with the view of any fan, etc.

b. West side between sections 12 & 14 behind and above the main press box. (This area is designed to be used by participating school video tape crews.) Priority for this pace is as follows:

1) the two (2) competing school video tape crews; if space remains, then:
2) commercial television tape crews; if space remains, then:
3) tape crews from cable television stations serving the teams competing in the game; if space remains, then:
4) all other photographers.

c. Press Interview Area in the Press Room
d. Dressing Room (only with permission of the head coach involved).
e. Exhibit Hall, Theater or other facilities during the March Madness Experience, or the Scholastic Bowl State Final.

Lights Out: During half-time of the championship game and immediately following the conclusion of the championship game, the respective individual and team awards will be presented at mid-court. These awards ceremonies will be televised as part of the Fox Sports Chicago Production. Restraining lines will be set up on the east side of the arena floor, and the Game Administration Staff has been instructed to keep ALL photographers behind the lines. The mechanics of the trophy presentation do not allow for photographers to become part of the presentation, and photographers who attempt to infringe on the presentation shall be expelled from the arena floor. For the Championship game The house lights will be turned out and spotlights will be turned on to each individual award recipient as they accept their medallion on the awards stand at mid-court. Lights will remain out until after the teams have been awarded their trophies.

15. Equipment Limitations
Electronic lighting equipment is not allowed while shooting game action on the arena floor or from any position in the stands. Electronic flash equipment is permitted from the arena floor when shooting for crowd color, cheerleaders, etc., but is not allowed when shooting team bench. Electronic flash equipment is permitted in the seating area of the arena at any time shooting in this area is permitted, but could be stopped by Game Administrative Staff if it becomes a problem.

Electronic flash equipment is permitted on the arena floor while shooting the trophy presentation, pre-game warm-ups or post-game as the teams leave the arena floor, in the Press Interview Area in the Press Room, and at the March Madness Experience in the Exhibit Hall.

Note: In the event that the number of photographers using electronic flash equipment become excessive and the use of electronic flash for shots outlined above creates a viewing problem for spectators, IHSA reserves the right to impose further restrictions or eliminate use of such equipment.

16. Lighting/Electronic Equipment Alert: The house lights will be turned out and spotlights will be turned on to each individual award recipient as they accept their medallion on the awards stand at mid-court. Lights will remain out until after the teams have been awarded their trophies.
