IHSA Board Approves New Preseason Football Acclimatization Policy

The Illinois High School Association (IHSA) Board of Directors met via conference call on Wednesday, May 8, 2013, where they approved changes to IHSA Policy 13, which governs the regulations for safety and heat acclimatization for preseason football practices.

The revamped Policy came from a joint recommendation between the IHSA’s Sports Medicine Advisory Committee (SMAC) and Football Advisory Committee (FAC). The two groups collaborated on the proposal at a meeting on April 17, which included presentations by representatives from the Korey Stringer Institute and the Sports Legacy Institute. A draft of the proposal was provided to the IHSA Board of Directors last week, who asked that it be made available to IHSA football coaches and athletic directors for feedback, before reconvening and adopting the policy on Wednesday afternoon.

“This policy is the result of a collaborative effort between the IHSA Sports Medicine Advisory Committee and the Football Advisory Committee,” said SMAC committee member and University of Illinois Associate Professor of Orthopedic Surgery Dr. Preston M. Wolin. “These guidelines are based on the most recent scientific evidence, as well as the expertise of the coaches who will help implement them. Both committees believe the guidelines represent a significant positive contribution to the health of our athletes.”

Key items in the Policy include daily and weekly practice time limits for players during the acclimatization period, as well as required durations of rest between practices. The policy, which can be read in its entirety by clicking here, also provides coaches with a day-by-day itinerary that outlines the practice limits and equipment allowed on each practice date, starting with the first day of practice.

“Both committees should be applauded for their efforts on this policy,” said IHSA Associate Executive Director Kurt Gibson. “The Sports Medicine Advisory Committee was very close to bringing forth a recommendation after their meeting in November, however, they felt like it was important to bring the Football Advisory Committee into the conversation first. To their credit, they also wanted to hear from the individuals who would be charged with implementing and executing the policy. This policy indicates great progress, but there are still more steps that need to be taken by our membership to make it whole. ”

The committees also support additional changes that could be approved by the IHSA member schools during the 2013-14 school year. These include moving up the start date for football practice two days from a Wednesday to a Monday, eliminating live tackling during the summer contact period and requiring schools to follow the day-by-day acclimatization schedule utilized in Policy 13 during summer contact days. The three additional changes all require amending IHSA by-laws and can only be altered via the Association’s legislative process, which requires member schools to vote the change into effect. The annual process runs from October to January, and it is the hope of the committees and Board that all three will be passed next year and in place for 2014.

“This new policy will undoubtedly change the way we, as coaches, approach preseason practice,” said Metamora High School Football Coach Pat Ryan, who is a member of the FAC and a past President of the Illinois High School Football Coaches Association. “Coaches are going to have to get more creative with when and how they schedule practices, as well what they do with their time. Next year’s by-law proposals are strongly supported by both committees and are a crucial final step to this process, as they will further aid us in being able to effectively prepare our teams in a safe manner. Change is always difficult, but the game is changing and we need to adapt to continue to put the safety of our players first.”

The IHSA will offer multiple interactive online webinar meetings for high school coaches over the course of the next few weeks, where they can get questions answered, along with further clarifications on the policy and the science behind it.

“I think most coaches understood that changes were on the horizon,” said IHSA Executive Director Marty Hickman. “We now want to be in a position to give our coaches as much information as possible to make sure they are comfortable with the new policy. Their input will be critical moving forward as we develop educational materials, like a best practices presentation.”

The committees agreed that the IHSA should address growing concerns over contact and head injuries in football by creating a “best practices” presentation or video on football fundamentals. The educational component would be shared with youth and high school coaches in Illinois and would focus not only on technique, but also on philosophy.

“I commend our committees on a policy that is supported by medical experts, football coaches and school administrators,” said Hickman. “Football safety remains in the spotlight nationally and it was important that our committees took their time to study the data and institute a policy that they felt was best for student-athletes in Illinois. It is paramount that we use a meticulous approach in dealing with such important matters, rather than react quickly because of what is occurring in other states or elsewhere.”

During their call, the IHSA Board of Directors stressed their desire to see schools implement the Policy 13 acclimatization schedule during this summer’s contact day schedule, even though this schedule could not be mandated until 2014 at the earliest, due to the by-law process.

“I feel like it is common sense, but we still cannot stress it enough,” said Wauconda Principal and IHSA Board President Dan Klett. “The day-to-day acclimatization schedule schools will be mandated to use when the season starts in August should also be used when they conduct contact day workouts in June or July. Legislatively, we cannot make the change until next year, but it would be irrational not to follow a policy endorsed by some of the top individuals in the medical field.”

IHSA Bass Fishing State Finals Rescheduled For May 31-June 1

The IHSA Board of Directors announced on May 8 that the postponed Bass Fishing State Finals will be held on Friday and Saturday, May 31-June 1 at Carlyle Lake in Carlyle. The tournament, which had originally been set for May 3-4, was postponed due to high water levels at Carlyle Lake.

“We share in the frustration of the qualifying anglers who want to get out and fish,” said IHSA Associate Executive Director Kurt Gibson. “However, we need to make sure that Carlyle Lake has the opportunity to properly lower its water levels before we conduct our state championship. We are confident that, in looking at both the long range weather models and also speaking with the Corps of Engineers, water levels will have dropped sufficiently by the end of the month and enable us to host the state finals at one of our state’s premier fishing venues.”

Several of the IHSA Sectional tournaments were delayed due to weather this season, as the 22 Sectionals originally scheduled for April 19 were ultimately completed on April 26. 52 boats qualified at the Sectional level for the state final tournament and are slated to compete in the fifth annual tournament.

Kayode Adegoke Joins IHSA Staff as Coordinator of Special Programs

Illinois High School Association (IHSA) Executive Director Marty Hickman announced on April 29, 2013 that the IHSA has hired Kayode Adegoke as the Association’s Coordinator of Special Programs.

Adegoke is set to complete an internship with the IHSA in May and will officially join the staff full-time on July 1.

“We are excited to welcome Kayode to our team,” said Hickman. “We were not actively looking to add to our staff, but Kayode’s work ethic and leadership traits became apparent to everyone who worked with him during his time in our office as an intern. We did not want to miss out on the opportunity to add an individual with his talents to our staff.”

A Dean’s List student studying Recreation Management at Illinois State University (ISU), Adegoke is slated to receive his Bachelor of Science degree from ISU on May 11. He began as an intern at the IHSA in January and has fulfilled a variety of duties in the office, including working several state final tournaments. His exact duties in his new role will be assigned by the Executive Director.

“I am incredibly appreciative of the opportunity to join the IHSA staff,” said Adegoke. “I am very passionate about education and athletics, so to have the opportunity to begin my career in an environment that allows me to combine those passions is exciting to say the very least. I look forward to working hard for the IHSA member schools and students, while I continue my own professional maturation.”

A native of Bolingbrook, Adegoke attended Bolingbrook High School, where he participated on the Raider football and track & field teams prior to graduating in 2008. His efforts on the track earned him a scholarship to ISU, where he represented the Redbird track & field program in the finals of the Missouri Valley Conference indoor and outdoor championships 11 times in four events from 2009 to 2011.

In addition to his internship at the IHSA, Adegoke has completed two internships within ISU’s Athletic Department, while also serving in various roles at the multi-sport facility, Gametime Gym, in Bloomington and the City of Normal’s Department of Parks and Recreation. He is currently volunteering as a track & field coach at Bloomington High School.

“He has an uncanny ability to interact with individuals,” said Hickman. “He adapts well to just about any group or role, and excelled with all the responsibilities we assigned him. There is no doubt that his involvement in extracurriculars has helped shape that part of his personality.”

During his time on campus, Adegoke was also involved in the Home Sweet Home Ministries Food Drive, Voter Registration, the Bring it Back to Normal Community program, SAAC, Recess Buddies, Timber Point Camp for children with disabilities and a ‘Just Read’ community service program. He previously served on the Executive Board of Kappa Alpha Psi and was a 2012 nominee for ISU’s Rene Revis Service Award.

Spring Bracket Drawing

The blind drawing that determine the state final pairings in
bracketed team sports was held at the IHSA Office on Wednesday,
April 17. This drawing covered the
spring sports of boys water polo, girls water polo, boys volleyball,
girls soccer, girls softball, and boys baseball.
Pat Ryan, football coach at Metamora High School,
made the
drawings. Traditionally, the pairings are made by
ordering the sites that feed into the state finals in
alphabetical order and numbering them from 1 to 4 or 1 to 8. Then numbered
peas are drawn from a bottle. The number on the first pea drawn
represents the site whose winner will occupy the first position on
the bracket, and so on.

IHSA Board Makes Interpretations On Two New By-Laws for 2013-14

The Illinois High School Association (IHSA) Board of Directors approved interpretations on a pair of by-laws for the 2013-2014 school year at its regularly scheduled meeting at the IHSA office in Bloomington on Tuesday, April 16, 2013.

In January, IHSA member schools voted to approve all 11 by-laws that were proposed by the membership, which will officially take effect on July 1, 2013. The two by-laws that required additional interpretations by the Board on Monday were By-laws 3.034.3 and 3.043.3.

The proposal for By-law 3.034.3 reads: “Limits eligibility of international students to those students in foreign exchange programs approved by the IHSA and the Council on Standards for International Education Travel (CSIET), for a maximum of one school term.”

The Board ruled that international students who participated as eligible student-athletes during the 2012-13 school term under the provisions of the previously applicable by-law shall not lose eligibility under the new by-law.

“This ruling means that International students who participated last year will remain eligible until their eligibility is exhausted,” said IHSA Executive Director Marty Hickman. “All other international students will now need to be placed in a member school via a placement program that is approved by both CSIET and the IHSA in order to be eligible for athletics.”

The proposal for By-law 3.043.3 reads: “Removes the automatic eligibility provision for first-time transfers from a private school to a home public school, or from a private school to another private school, and requires in the case of any transfer not accompanied by a change in residence to another high school attendance area that the transfer be necessitated by (a) a change in the family’s financial position or (b) extenuating circumstances documented by the sending school.”

The Board interpretation on 3.043.3 centered around what date should be considered the first day of attendance by a transfer student in this scenario. The Board ultimately decided that a transfer is not official until a student begins attendance at the school in the fall or participates in a practice or tryout for a fall sports team on or after August 14. Additionally, for the purpose of this by-law, summer school attendance shall not count towards the student's attendance.

“This interpretation simply reaffirms the timeline that the schools and our office will work with when determining eligibility in transfer situations related to this by-law,” said Hickman. “It is an interpretation that is consistent with what has been done in the past with changes to the residence and transfer by-laws.”

Both of the by-laws that the Board made interpretations on during Monday’s meeting were proposed by a Residency/Transfer Ad-Hoc Committee that met during the fall of 2012.

“Both of these by-laws, 3.034.3 and 3.043.3, represent pretty significant philosophical changes in the IHSA’s residence and transfer rules,” said Hickman. “The fact that both were widely supported shows that our membership felt that changes were necessary to deal with a changing high school landscape.”

ACTION ITEMS
1. The Board approved a recommendation to authorize the Executive Director to appoint member school Athletic Directors to serve as Tellers for IHSA Nominations, Elections and Proposals during the 2013-14 school year.

2. The Board approved a recommendation to raise base officials fees by five dollars ($5) for the 2013-14 school year. In addition, officials’ post-season reimbursement will be raised ten dollars ($10). Secondary licensing fees will remain at fifteen dollars ($15).

3. The Board approved a recommendation to reemploy the Associate Executive Director and Assistant Executive Directors.

APPEALS & ELIGIBILITY RULINGS
1. The Board sustained the Executive Director’s ruling on a student from Elgin (Westminster Christian). The student was ruled ineligible for non-compliance with IHSA By-law 3.040 and its
sub-sections.

2. The Board sustained the Executive Director’s ruling on a student from Hume (Shiloh). The student was ruled ineligible for non-compliance with IHSA By-law 3.047.

DISCUSSION ITEMS
At each meeting of the Board of Directors, there are certain items the Board discusses, but upon which no action is taken. The following is a report of those items from the Tuesday, April 16, 2013, agenda:

1. Peru (St. Bede) Principal Michelle Mershon and Vice President of Mission Advancement Father Philip Davey, OSP appeared before the Board for a discussion regarding IHSA By-law Amendment Proposal 7 (3.034.3).

2. The Executive Director updated the Board on plans for the NFHS Summer Meeting, which is scheduled from June 23 through June 27 in Denver, Colorado.

IHSA Completes Investigation of Class 2A Boys Basketball Title Game, Announces Sanctions

The Illinois High School Association (IHSA) has completed its investigation into the 2013 IHSA Class 2A Boys Basketball State Championship game between Harrisburg High School and Seton Academy and has announced sanctions resulting from that investigation.

“This was an ugly and embarrassing incident,” said IHSA Executive Director Marty Hickman. “Harrisburg High School, Seton Academy and the contest officials all share in the blame for the outcome. We also recognize that the IHSA needs to be more proactive in dealing with on-court behavior and conveying the expectations for appropriate conduct to the players, coaches and officials participating in our events.”

During the investigation, the IHSA was unable to corroborate allegations made by Seton Academy that members of the Harrisburg team used racial slurs during the championship game.

“We certainly don’t dispute what the players from Seton Academy reported they heard,” said Hickman. “However, after discussions with those on and closest to the action on the floor, we were unable to substantiate those claims. Harrisburg admits that an inappropriate comment was made by one of its players, but that it was not of a racial nature, and it was punished with a technical foul at the time it occurred.”

The following penalties have been announced as a result of the investigation:

HARRISBURG HIGH SCHOOL SANCTIONS
-Harrisburg High School head basketball coach Randy Smithpeters may have no involvement (team contact, coaching, attending games) with Harrisburg or any other IHSA member school during postseason State Series basketball contests (Regionals, Sectionals, Super-Sectionals, State Finals) in 2013-14, unless he first successfully completes the NFHS Teaching and Modeling Behavior training program.
-Coach Smithpeters has been placed on probation for the 2013-14 school year.

SETON ACADEMY SANCTIONS
-In addition to the sanctions implemented by the school, Seton Academy head basketball coach Brandon Thomas may have no involvement (team contact, coaching, attending games) at Seton Academy or any other IHSA member school during postseason State Series basketball contests (Regionals, Sectionals, Super-Sectionals, State Finals) in 2013-14 and 2014-15.
-Coach Thomas has been placed on probation for the 2013-14 school year.

CONTEST OFFICIALS SANCTIONS
-The contest officials have been reprimanded for failure to enforce the bench conduct rule during the championship game.

Coach Thomas’ suspension comes as a result of incidents that occurred at halftime and in the post-game awards ceremony, when the coach bypassed offers of congratulations from the IHSA Board of Directors and the Governor of Illinois. He then threw his medal to an assistant coach and exited the court, where he engaged in a verbal altercation with a fan and had to be restrained from entering the stands by security and police.

“Coach Thomas delivered an obscenity laced tirade in the presence of student-athletes in the tunnel following the first half,” said Hickman. “The tournament staff then attempted to bring the coaches and administrators together to change the climate of the game. Coach Thomas initially refused to participate and when he eventually appeared, his demeanor made it clear that he would not be a conduit for positive change. There is no place for that type of behavior in high school athletics and no outcome of a high school sporting event warrants it.”

The Harrisburg sanctions come as a result of the actions by Coach Smithpeters, especially during the first half of the contest.

“Coach Smithpeters crossed the line early in the game with his actions toward the game officials,” said Hickman. “He should have been issued a technical foul during the first half for his blatant violation of coach’s box rule. His behavior set a negative tone for the players and fans and contributed to a hostile environment that only grew worse during the first half.”

Hickman also addressed the first quarter technical foul on the Harrisburg player. “The Harrisburg player had to be restrained by teammates initially and it was clear that the player was still emotionally charged after the technical foul, yet he remained in the contest. I don’t know if I have ever seen that before in a high school basketball game. In my mind, the inaction by the coach contributed to the negative environment of the game.”

While the coaches and players are fully responsible for their actions, the IHSA also recognizes that the game officials should have exhibited more control early in the contest.

“Officiating is a tough job and a state championship is a big stage,” said Hickman. “We understand the officials’ train of the thought is to try and let the teams play, but all these factors came together and things boiled over in the first half before they were able to rein the game in.”

The investigation of the 2013 IHSA Class 2A Boys Basketball State Championship is complete and no further action will be taken.

“It is important to state that in a contest shrouded in negativity, there were positives that were overlooked that can be taken away,” said Hickman. “First and foremost were the actions of Seton Academy senior Kamal Shasi, who despite the disappointment of game’s outcome, was instrumental in gathering his teammates to line up for the postgame handshake, in some cases, physically pulling dejected teammates off the bench to participate. A moment of poor judgment that led to a player’s ejection should not overshadow the fact that Seton Academy’s players displayed great sportsmanship during the state final games.”

MARCH MADNESS: 2013 IHSA Class 3A/4A Boys Basketball State Finals

The final weekend of the Illinois high school basketball season is upon us, as the Class 3A and Class 4A state final contests take center stage at Carver Arena inside the Peoria Civic Center. The state semifinals will unfold on Friday, March 15 with the third-place and state championship games to follow on Saturday, March 16. The March Madness Experience, an interactive basketball-fueled family fun fest located in the Peoria Civic Center exhibit halls adjacent to the arena, reopens on Thursday, March 14 and closes on Saturday at 6:30 p.m. The Country Financial Three-Point Showdown also continues Thursday at Carver Arena, as prelims will whittle competitors down to four shooters from Class 3A and Class 4A. The final four shooters from each class will shoot for their class titles between semifinal games on Friday. On Saturday, the champions from all four classes will return for the chance at becoming the all-class champion King of the Hill, which will take place after the Class 3A Third-Place game. The Class 3A field is chock-full of talent, as three of the top four teams in the Associated Press poll have made their way to Peoria for the state tournament. Top-ranked Morgan Park, who has held the No. 1 spot from pillar to post this season, is joined by fellow CPS squad and No. 2 Orr, who will meet No. 4 Cahokia at 2:00 p.m. on Friday. Limestone, who will face Morgan Park at noon in the first semifinal, is the fourth qualifier and knocked off third-ranked Washington in the Regional final to help pave its path to Peoria. Morgan Park features a dynamic backcourt, while Orr owns a win over Class 4A’s then top-ranked team Whitney Young earlier this season. Limestone will be making its first-ever state final appearance and sitting just seven miles from the arena, will have the hometown crowd behind it. Cahokia returns to the state tourney for the first time since 1985 after reaching at least the Sectional round the past three seasons. The Class 4A field features a bevy of storylines, none greater than three-time defending champ Simeon trying to make history by matching Manual’s streak of four straight state titles (1994-1997) in the school’s own backyard. Simeon will first have to get by Proviso East in Friday’s 6:30 p.m. semifinal, which is a rematch of the 2012 title game. That contest, which was a No. 1 vs. No. 2 showdown, saw Simeon prevail in a 50-48 thriller. The second semifinal features Stevenson and Edwardsville squaring off at 8:15 p.m. Edwardsville has been ranked sixth or better all season long, while the Patriots are led by three underclassmen, two of which have pro sport bloodlines from their fathers. SITE Carver Arena at the Peoria Civic Center (Peoria) Directions SCHEDULE Friday, March 15 Session 1 Class 3A Semifinals Noon - Morgan Park vs. Limestone 2:00 p.m. - Cahokia vs. Orr Session 2 Class 4A Semifinals 6:30 p.m. - Simeon vs. Proviso East 8:15 p.m. - Stevenson vs. Edwardsville Saturday, March 16 Session 3 Class 3A Finals Third-Place - Noon Championship - 2:00 p.m. Session 4 Class 4A Finals Third-Place - 6:30 p.m. Championship - 8:15 p.m. INTERACT Follow @IHSAState on Twitter (tag your tweets with #IHSA) Photos Video Chat WATCH Television Games available on IHSA TV Network.
The Illinois High School Association (IHSA) is disappointed with and embarrassed by the actions of both Harrisburg High School and South Holland (Seton Academy) during Saturday’s IHSA Class 2A Boys Basketball State Championship game.

While passion and intensity are an integral part of athletic competition, especially at the highest levels, the behaviors of both teams crossed the lines of acceptable sportsmanship.

The IHSA is in the process of reviewing the events associated with tonight’s contest. Both schools will be contacted Monday.

“I am embarrassed by what took place here tonight,” said IHSA Executive Director Marty Hickman. “Interscholastic athletics are designed to teach young people important lessons about life. The lessons on display tonight were that respect and sportsmanship are not important, and that is simply not acceptable.”

The IHSA staff will be reaching out to the schools participating in next week’s Class 3A and Class 4A Super-Sectionals and State Finals tournament to reinforce the expectations of sportsmanship and appropriate behavior in interscholastic contests.

The March Madness action shifts 38 miles to the west down Route 74, as the IHSA Class 1A and Class 2A Boys Basketball State Finals take center stage this weekend at the Peoria Civic Center’s Carver Arena. The state semifinals will unfold on Friday, March 8 with the third-place and state championship games to follow on Saturday, March 9.

The March Madness Experience, an interactive basketball-fueled family fun fest located in the Peoria Civic Center exhibit halls adjacent to the arena, opens on Thursday, March 7. The Country Financial Three-Point Showdown also continues Thursday at Carver Arena, as prelims will whittle competitors down to four shooters from each class. The final four shooters from Class 1A and Class 2A will shoot for their class titles between semifinal games on Friday, with the winners returning on Saturday, March 16 for a chance to be the all-class champion King of the Hill. In addition, the March Madness Experience will also play host to the IHSA’s tenth annual state wheelchair basketball tournament on Friday and Saturday.

The Class 1A field features a group of schools with state final experience. Two-time state champ Madison returns and will meet Eastland in the first 1A semifinal at noon, followed by a 2:00 p.m. meeting between Nokomis and 2012 third-place finisher Illini Central.
The Class 2A field features three of the Top 4 teams from the final Associated Press poll of the season in #1 Harrisburg, #2 Winnebago and #4 Seton Academy. Winnebago, the state's lone remaining undefeated squad, meets Seton Academy at 6:30 p.m. in a rematch of a 2009 state semifinal contest. Harrisburg and St. Joseph-Ogden will then meet in Friday's final contest at 8:15 p.m.

Haig Nighohossian Inducted Into NFHS National High School Hall of Fame

The National Federation of State High School Associations (NFHS) annually bestows an honor, regarded as the highest achievable accolade in high school sports and activities, upon 13 individuals with their respective enshrinement into the NFHS National High School Hall of Fame. The Illinois High School Association (IHSA) is proud to announce that Haig Nighohossian, an IHSA official from Granite City, has been selected as a member of the 2013 NFHS National High School Hall of Fame inductee class. “Haig Nighohossian is one of the most decorated and respected officials in state history and worthy of this prestigious honor, “said IHSA Executive Director Marty Hickman. “Haig exemplifies the virtues that we hope to see in all of our high school sports officials. He epitomizes integrity, fairness and sportsmanship.” Haig is the 25th individual representing the IHSA to be honored in the NFHS National High School Hall of Fame and will be formally honored at an enshrinement ceremony banquet on Thursday, June 27 as a part of the 2013 NFHS Summer Meeting in Denver, Colorado. Inductees must be nominated by their respective state association and categorized under either Athletes, Coaches, Officials, Administrators or Fine Arts. Nighohossian is the sixth IHSA enshrinee to represent the Officials category. “I am extremely honored and humbled by this award,” said Nighohossian. “I have always loved sports and officiating allowed me to stay active in them. I was an average athlete, but felt like I really found my niche in officiating. I have been very lucky to stay healthy and have the longevity I have enjoyed. To be named to the National High School Hall of Fame, it is just like, wow! How do you go beyond this?” Haig is closing in on 40 years as an IHSA soccer and wrestling official and has combined to work IHSA State Finals in the two sports nearly fifty times. He has also served as the Coordinator of Officials at the boys and girls soccer state tournaments on seven other occasions. He is a three-time recipient of the NFHS State Official of the Year Award in Boys Soccer ('90, '97, '01) and has received a Distinguished Service Award from the IHSA, as well as a Service Award from the Granite City Park District for his work with youth athletes. An Illinois Wrestling Coaches & Officials Association (IWCOA) Hall of Famer, he is a member of the National Intercollegiate Soccer Officials Association (NISOA) and Southern Illinois Soccer Officials Association (SISOA). “Haig’s longevity as a top tier official is nothing short of incredible,” said IHSA Assistant Executive Director Beth Sauser. “Not only has he excelled as an official for nearly five decades, but he is also a very selfless individual. Despite his own personal successes, he is someone who has always taken interest in helping young officials and did everything in his power to grow the sport of soccer in any way that he could.” Haig is a Granite City native who attended Granite City High School and then went on to attend MacMurray College in Jacksonville, Illinois. He combined to teach for 40 years at East St. Louis High School and Ridgeview High School, while also coaching at both schools, as well as at Althoff Catholic High School in Belleville. Haig remains actively involved in youth soccer in the Granite City area, where he started a youth program. The other members of the 2013 NFHS National High School Hall of Fame Class include Ed Aston (Coach from Connecticut); Chauncey Billups (Athlete from Colorado); Ronnie Carter (Administrator from Tennessee Secondary School Athletic Association); Harrison Dillard (Athlete from Ohio); Richard Floyd (Music director from Texas); Kristin Folkl Kaburakis (Athlete from Missouri); Jerry Kimmel (Official from Kentucky); Chuck Koeppen (Coach from Indiana); Chuck Lenahan (Coach from New Hampshire); Mike Messere (Coach from New York); James Tate (Coach from Alabama); Joe Theismann (Athlete from New Jersey). Nighohossian becomes the 25th NFHS National High School Hall of Fame member from Illinois, joining Dwight "Dike" Eddleman (Athlete at Centralia, 1983 inductee), Harold "Red" Grange (Athlete at Wheaton, 1984), Bart Connor (Athlete at Niles West, 1986), Jackie Joyner-Kersee (Athlete at East St. Louis Lincoln, 1989), Quinn Buckner (Athlete at Thornridge, 1989), Dana Miroballi (Athlete at Wheeling, 2009), Arthur Trout (Coach at Centralia, 1982), Vergil Fletcher (Coach at Collinsville, 1983), Charles Farina (Coach at Leyden & Gordon T, 1987), Gordon Gillespie (Coach at Joliet Catholic, 1989), David Robertson (Coach at New Trier, 1991), William "Red" Schmitt (Coach at Granite C, 1993), Joe Newton (Coach at York, 2004), Norm Geske (Official from Buffalo Grove, 1982), Fred "Brick" Young (Official from Bloomington, 1983), Keith Parker (Official from Granite City, 1990), Larry Wilcoxen (Official from Walnut, 1994), Dick Deitz (Official from Mcleansboro, 1996), H.V.
Elmwood High School's Todd Hollis Honored as NFHS Spirit of Sport Section Winner

Todd Hollis, a teacher and coach at Elmwood High School, has been selected as the 2013 Section 4 (Indiana, Iowa, Illinois, Michigan, Wisconsin) recipient of the National High School Spirit of Sport Award as awarded by the National Federation of State High School Associations (NFHS). The National High School Spirit of Sport Award was created by the NFHS to recognize individuals who exemplify the ideals of the spirit of sport that represent the core mission of education-based athletics. Hollis will be recognized by the IHSA on Saturday, March 9 during the 2:00 p.m. game at the IHSA Boys Basketball State Finals at the Peoria Civic Center. “We are very proud to have Todd represent the IHSA and the NFHS,” said IHSA Executive Director Marty Hickman. “However, we are even more grateful for the life lessons and values he instills in the students he teaches and coaches. Individuals with Todd’s level of passion and commitment can be hard to come by. The high school, Elmwood-Brimfield football program and community are very lucky to have someone of his character interacting with their children on a daily basis.” Hollis, who has led the Elmwood-Brimfield Coop football program to an 83-56 win-loss record from 1999 to 2012, has strived to enrich the lives of his players with the Trojans’ Men of Virtue program, which promotes positive values. However, it’s what Hollis has done outside of football that has really distinguished him. After Hollis’ wife, Anne, gave birth to two healthy boys, the family’s first daughter, Meg, was born in 2007 with Down syndrome. Three years later, the Hollises adopted three-year-old Alina (who also has Down syndrome) from an orphanage in the Ukraine. As both daughters received therapy and services from Easter Seals of Peoria, the family took on such an affinity for the organization that Anne took a job there and Hollis began to look for ways to give back. His initial efforts came in the 2007 season with some simple grassroots fundraising programs that generated $1,300. The following season, Hollis and his players started “Blackout for Easter Seals,” in which the team would sell black t-shirts featuring the Easter Seals logo for a select home game each season. The concept continued to spread and soon more than 30 high schools were hosting games. During the past five years, more than 100 “Blackout for Easter Seals” games have been played, raising a grand total of $194,107.87 for Easter Seals. “After the initial nomination, I researched the Spirit of Sport Award and found that a truly exceptional group of people have been recognized through the program,” said Hollis. “To be selected as the Section 4 recipient is pretty unbelievable. Most importantly, though, this award recognizes the Blackout and all of the schools that participate in it as well as Easter Seals and the amazing work they do to help children with disabilities. This recognition will help to further 'Blackout' Friday nights and to turn on the lights for disability awareness, acceptance and understanding."

STATE CENTRAL: 2013 IHSA Class 3A/4A Girls Basketball

The calendar turns to March this weekend and the madness continues at Redbird Arena on the campus of Illinois State University in Normal. Redbird Arena will host the IHSA Class 3A and Class 4A Girls Basketball State Finals on Friday and Saturday, March 1-2, marking the 37th annual edition of the tourney, the 22nd consecutive year that Redbird has served as the host and the sixth year of the four-class system.

The games will air live on the IHSA TV Network (click for local listings) and will also be carried live on the internet at www.IHSA.tv. Fans can also get unprecedented coverage of the state finals on Twitter by following @IHSAState. Lee Hall and ISU legend Jill Hutchison will bring viewers the 3A action and Dave Bernhard and Patricia Babcock McGraw step in to call the 4A games. Matt Rodewald will handle the hosting and sideline duties, along with the Class 3A and 4A finals of the Country Financial Three-Point Showdown on Friday and the Country Financial Queen of the Hill three-point shooting on Saturday, which pits the four class winners head-to-head.

The Class 3A field has the rarity of boasting two defending state champions, as Montini (3A) and Quincy Notre Dame (2A) both hoisted first-place trophies on the final day of the season a year ago. Vernon Hills and Morton round out the 3A qualifiers, as both schools make their second state final appearances. The Class 3A semifinals kick off with a state championship rematch from 2012, as Vernon Hills and Montini meet at noon, followed by Morton and Quincy Notre Dame at 2:00 p.m.

The Class 4A qualifiers feature defending champ Whitney Young and perennial power Marian Catholic being joined by a pair of first-time qualifiers in Huntley and Rolling Meadows. One of the first-timers will play for a title on Saturday evening, as the Red Raiders and Mustangs are paired up in the first Class 4A semifinal at 6:30 p.m. on Friday. Whitney Young and Marian Catholic round out Friday’s action with a 8:15 p.m. semifinal tilt.

            CLASS 3A
VERNON HILLS COUGARS (30-2) vs. MONTINI LADY BRONCOS (34-1)
Despite a young nucleus, Paul Brettner’s Vernon Hills team battled its way to the state championship game a year ago during the program’s first-ever state final appearance. The return of junior guards Sydney Smith (13.1 ppg) and Lauren Webb (12.6 ppg), coupled with the presence of 6-2 senior center Meri Bennett-Swanson (10.9 ppg), made the Cougars a marked team in 2013, but the squad responded with an 18-0 start and now rides a 12-game winning streak into the semifinals.
Three-time defending state champ Montini returns to Redbird Arena in search of its fourth state title in school history and can become the first program in state history to win four consecutive state titles. The Lady Broncos return several contributors from last year’s squad, including junior guard Kateri Stone (11.7 ppg) and 6-4 senior center Malayna Johnson (8.4 ppg, 7.3 rpg). Jason Nichols’ squad has been tested by a tough schedule that includes a victory over defending Class 4A champ Whitney Young.

MORTON POTTERS (30-1) vs. QUINCY NOTRE DAME (28-0)
Morton came up one game shy of the state tournament a year ago, but punched their ticket with an exclamation point in 2013, winning their Super-Sectional by 26 points. Sarah Livingston, the sister of IHSA state champion and current Cleveland Cavalier Shaun Livingston, leads the Potters in scoring (12. 6) and rebounding (7.8 rpg). Freshman guard Chandler Ryan (11.2 ppg) is a rising star for coach Bob Becker, who guided Morton to their only other previous state final appearance in 2007 when the school placed fourth.
The move up to Class 3A has done little to slow Eric Orne’s veteran group on their quest for a third consecutive title. All told, the Lady Raiders are riding a 51-game winning streak behind the program’s all-time leading scorer in 6-2 forward Jordan Frericks (17.5 ppg, 8.5 rpg) and fellow senior standout Kassidy Gengenbacher (18.5 ppg). Notre Dame once again has a bevy of multisport athletes with significant state series success, including junior guard Cassidy Foley, who has won state titles in basketball, volleyball and soccer thus far in her career.

            CLASS 4A
HUNTLEY RED RAIDERS (26-6) vs. ROLLING MEADOWS MUSTANGS (29-3)
The surprise team of the Class 4A field, Huntley was never ranked in the AP poll during the course of this season, but has made it to state for the first time in school history. The team hasn’t made things easy on head coach Steve Raethz, as three of the team’s five postseason games have been decided by four points. The Red Raiders are led by the sister act of 6-0 junior forward Sam Andrews (16.1 ppg, 5.8 rpg) and 6-2 freshman forward Ali Andrews (16.0 ppg, 7.4 rpg).
Rolling Meadows would have also been a surprise qualifier before the season, but the Mustangs quickly jumped on the state radar under first-year head coach Ryan Kirkorsky in 2012-13. The squad won 24 of its first 25 games and two of its three losses this season came to teams who will be competing at Redbird Arena this weekend (Notre Dame, Montini). Rolling Meadow starts five juniors, including guards Jackie Kemph (19.6 ppg, 243 assists) and Alexis Glasgow (17.0 ppg, 87 three-pointers).

MARIAN CATHOLIC SPARTANS (31-1) vs. WHITNEY YOUNG DOLPHINS (27-3)
Marian Catholic’s decorated program returns to the state finals for the first time since 2007, marking the program’s sixth state final trip and second under head coach Annie Byrne. The team’s only setback this season came against fellow qualifier Rolling Meadows, as junior guard Ashton Millender (15.2 ppg) and sophomore guard Teniya Page (12.2 ppg) have the Spartans in search of the program’s first-ever state championship trophy. Millender kept the state title dream alive by downing Marist with a half-court heave as time expired in the Sectional championship.
Whitney Young continues to be the model of consistency under head Corry Irvin, as the Dolphins return to the state finals for the eighth time since 2005 under Irvin, including state titles in 2008 and 2012. All-American senior guard Linnae Harper (19.1 ppg) averaged 15 points per contest in a pair of state final games a year ago to help guide Whitney Young to the title and has an experienced running mate alongside her in 6-5 junior center Khaalia Hillsman (8.9 ppg, 10.0 rpg). Meanwhile, sophomore forward Tanita Allen (7.3 ppg) has helped provide a scoring spark off the bench for the Dolphins this season.

The 82nd annual edition of the IHSA Boys Swimming & Diving State Finals are set to unfold at New Trier High School in Winnetka on Friday and Saturday, February 22-23.

Saturday of the state meet will mark the first time that the IHSA Athletes With Disabilities events are conducted at the boy's state meet. The inaugural races will feature three competitors in Frankfort's Chaz Centore, New Trier's Charlie Gentzkow and Fremd's Daniel Suero. The 50-Yard Freestyle, 100-Yard Freestyle, 200-Yard Freestyle and 100-Yard Breastroke events for Athletes With Disabilities will take place prior to the able-bodied race in that event per the schedule on the righthand sidebar.

The Trevians dominated the state meet year ago, as the New Trier 400-yard freestyle relay team of Sam Skinner, Reed Malone, Jack Mangan and Max Grodecki set a national record (2:59.76) during prelims and the squad rolled to the team title a day later with a 120-point cushion over runner-up Naperville North.

The Trevians welcome back Mangan and Malone, who was also the 200-Yard Individual Medley state champion a year ago, as a part of 14 total competitors who will be competing this weekend. That tally is second among all teams, as Hinsdale Central and Barrington enter tied with a meet-best 15 competitors apiece after finishing tied for fourth and tied for 23rd a year ago, respectively. The only other returning state champ hails from Loyola Academy, a team contender with 10 competitors after placing seventh last year, as senior Andrew Jovanovic returns to defend his 100-Yard Butterfly title.

Every prelim event on Friday and championship event on Saturday will be webcast live with full video and audio, free of charge, on www.IHSA.tv, with PrepAquatics.com's Skyler King calling all the action from the New Trier natatorium.

The Class 1A field pits the two teams who were in the title game a year ago against a pair of first-time state final qualifiers. Defending champ Aquin will meet Annawan in the first semifinal at noon, while 2012 runner-up Cowden-Herrick Beecher City Coop faces off against the Mt. Pulaski Hartsburg-Emden Coop in the second semi at 2:00 p.m.

The 2A field features no returning teams from a year ago, but still has some familiar faces and some new blood. The 6:30 p.m. semifinal is a matchup between two schools who have combined for 14 state final appearances in Nashville (10) and Walthern Lutheran (4). El Paso-Gridley and St. Thomas More meet in the 8:15 semifinal in a game pitting a pair of first-time state final qualifiers against one another.

            CLASS 1A
AQUIN LADY BULLDOGS (29-3) vs. ANNAWAN BRAVETTES (29-2)
Jeff Curry’s Aquin squad returns three starters from last year's state championship team, none more important than Arizona State commit Sophie Brunner. Brunner is averaging 20.2 points and 10.5 rebounds per game during her senior season and continues to be the Bulldogs spark. A year ago in the semifinals, she scored 10 first quarter points to help Aquin jump out to a 23-4 lead over LeRoy and then scored seven straight first half points to help the Lady Bulldogs rally from a nine-point deficit in the championship. Annawan has been on the doorstep of a state berth the past few seasons and finally breaks through in head coach Jason Burkiewicz’s third season. The Bravettes go as Celina VanHyfte (22.8 ppg, 8.0 rpg ) goes, as the All-State junior center has led the team in scoring in all but two games this season. However, with Celina hampered with an injury in Monday’s Super-Sectional, Annawan showed its depth, as Celina’s sister, freshman Morgan, stepped in to lead the team with 18 points. The Bravettes have not dropped a game to a 1A opponent this season.

COWDEN-HERRICK BEECHER CITY HORNETS (26-5) vs. MT. PULASKI LADY TOPPERS (28-4)
Cowden-Herrick reaches the state finals for the third time in four years after placing fourth in 2010 and second a year ago. Most of the faces have changed for Carolyn Wendte’s Hornets, with the exception of Micah Jones. The 6-1 All-State senior enters averaging a double-double (24.2 ppg, 16.4 rpg) and is the program's career leader in scoring and rebounding. In four career state final games at Redbird, the dynamic Jones has averaged 11.5 points and 15.7 rebounds per game, along with nearly five assists and five blocks per contest. Mt. Pulaski (a coop that includes Hartsburg-Emden) is very familiar with IHSA State Finals at Redbird Arena, just not in basketball. The school has played in the Girls Volleyball state tournament seven times since 2002, including finishing as the Class 1A runner-up in 2011 and 2012. Eric Leever’s squad hopes to hoist the championship trophy behind a balanced attack with three double-digit scorers, including senior Jessica Awe (17.9 ppg) and Andrea Dickinson (14.1 ppg). The Lady Toppers are hot at the right time, highlighted by a 72-60 win over 2012 state finalist Illinis Bluffs in the Sectional finals, the same team that beat Mt. Pulaski by 26 points in January.

            CLASS 2A
WALTHER LUTHERAN LADY BRONCOS (26-6) vs. NASHVILLE HORNETTES (31-2)
In a game of conflicting styles, Walther Lutheran head coach Todd Fisher will push the tempo behind a roster chalked full of athleticism. All five Lady Bronco starters are member of the school’s track team that has finished second in Class 2A the past two seasons. Senior forward Isimeme Edeko (14.7 ppg, 11.6 rpg) teams with twin sisters Anna (8.5 ppg) and Arra Strong (62 assists) to form one of the state’s fastest relay teams on the track and fastbreak threats on the court. A tough schedule, including playing defending 3A champ Montini to a pair of games under 10 points, will have the team battle-tested.
Redbird Arena has become Nashville’s home away from home, as Wayne Harre brings the team to state for the eighth time in his 13 seasons at the helm. The Hornettes are still looking to reach their first championship game and hope to do so in 2013 behind their trademark suffocating defense. In 12 state final games under Harre, the school has never allowed more than 47 points in a regulation game. On the offensive end, the Hornettes employ a balanced attack led by Shaye Harre (12.9 ppg) and Erica Brown (9.2 ppg).

ST. THOMAS MORE SABERS (31-2) vs. EL PASO-GRIDLEY TITANS (29-1)
St. Thomas More has steadily been growing into a perennial power program, and ironically, Chris Mennig’s team may have reached that level with a loss this season. The Sabers led defending Class 4A champ and top ranked Whitney Young in the fourth quarter of their game in January that opened many eyes. All-State junior guard Randa Harshbarger (12.4 ppg, 141 assists) is the engine for the team, while the addition of 6-4 freshman forward Tori McCoy (15 ppg, 10.5 rpg) has helped raise the team to the next level. El Paso-Gridley has been a program on the brink as well, having compiled a record of 83-4 over the past three seasons under head coach Kyle Bobbitt. The Titans are led by the one-two punch of All-State junior Rebekah Ehresman (16.5 ppg, 133 assists) and junior forward Codee Schlipf (11.5 ppg). The team enters the semifinals on a 17-game winning streak and its lone setback of the year came against 3A Rochester. The Titans could enjoy a homecourt advantage of sorts in the stands, as the towns of El Paso and Gridley sit less than 30 miles to the north of Normal.

IHSA Announces 2012-13 All-State Academic Team

The Illinois High School Association (IHSA) is proud to announce the 26 students who have been selected to the 2012-13 All-State Academic Team sponsored by Caterpillar. The 13 male and 13 female honorees of the IHSA’s top academic honor were chosen from a group that included over 450 students throughout the state.

“This is a tremendous honor and I hope every student who was nominated takes a great deal of pride in all that they have accomplished,” said IHSA Executive Director Marty Hickman. “These students are the embodiment of what it means to take advantage of the entire high school experience. I am thankful to Caterpillar for providing the All-State Academic Team platform to honor and congratulate them.”

Every IHSA member school was invited to nominate one female student and one male student by the February deadline. Nominees needed to possess a minimum 3.50 grade point average on 4.0 scale after their 7th semester, have participated in at least two IHSA sponsored sports or activities during each of the last two years and demonstrated outstanding citizenship.

The nominations were evaluated by a committee made up of IHSA principals, representatives of the Illinois Activities Directors Association (IADA) and representatives of the Illinois Athletic Directors Association (IADA). One male winner and one female winner from each of the seven IHSA Board of Directors Divisions were selected initially, while the final 12 spots on the team were then rounded out with at-large candidates from any division in the state.

The All-State Academic Team members will be honored at a banquet at the DoubleTree Hotel in Bloomington on April 15, 2013.

IHSA Television Partners & Talent Announced For March Madness Basketball Broadcasts

The Illinois High School Association (IHSA) has announced the broadcast partners and on-air talent for the upcoming television broadcasts of America’s Original March Madness.

Longtime IHSA TV Network mainstays Dave Bernhard and Lee Hall return to call play-by-play for all of the boy’s and girl’s action. A pair of newcomers will sit in the analyst seat next to Hall for the 1A and 3A girl’s state final games in WSIL’s Kelly Burke and former Illinois State University coach Jill Hutchison, respectively, while Bernhard teams with Big Ten Network analyst Patricia Babcock McGraw for the girl’s Class 2A and 4A games.

Former Gordon Tech and Southern Illinois University standout Camron Smith bookends the boy’s state final coverage, as he will serve as the analyst on the 1A and 4A telecasts. Longtime IHSA TV talent Mark Lindo returns to work with Bernhard on the boy’s games in Class 2A, while Sean Harrington joins the broadcast team as the analyst on the 3A tilts. Playing for his father, Jim, Sean led Elgin High School to the state tournament in 1998 and went on to serve as a team captain during his playing career at the University of Illinois.

Guiding viewers through the month of high school hoops action will be WSCR 670 The Score personality Matt Rodewald, who will serve as the studio host and sideline reporter throughout all four weekends.

The action begins with the IHSA Class 1A & 2A Girls Basketball State Finals on Friday and Saturday, February 22-23 from Redbird Arena on the campus of Illinois State University in Normal. The girl’s finals continue from Redbird with the Class 3A/4A tournaments on Friday and Saturday, March 1-2. The action then shifts to Carver Arena inside the Peoria Civic Center for the 2013 IHSA Boys Basketball State Finals. The Class 1A/2A tourneys will unfold on Friday and Saturday, March 8-9, before the final high school games of the season are contested during the Class 3A/4A tournaments on Friday and Saturday, March 15-16.

The 2013 IHSA Girls Gymnastics State Finals are slated for Friday and Saturday, February 15-16 at Palatine High School in Palatine. The 2013 tournament marks the 37th season that a State Series will be contested in girl’s gymnastics and the 35th consecutive year that Palatine High School will serve as the host.

The team champion, individual All-Around champion and state champions in the Vault, Uneven Parallel Bars, Balance Beam and Floor Exercise will all be crowned on Saturday. Friday’s prelims will determine the Top 10 competitors in each event that move on to Saturday’s finals. Team points are accumulated on Friday, but competitors can add to their team total on Saturday with a higher scoring routine.

Carmel won the past three IHSA Girls Gymnastics team state titles, but won’t be a part of the team field in 2013, nor will last year’s runner-up Stevenson, leaving several perennial powers and newcomers alike with state championship aspirations.

Prairie Ridge (149.525) and Lyons (149.250) both enter in search of their first state titles in school history after respectively posting the two highest Sectional team scores in the state this season.

After placing third in the state a year ago, Prairie Ridge returns a strong one-two punch in sophomores Riley Mahoney and Rachael Underwood. Mahoney was a Sectional champion in the balance beam this season, while Underwood was second in the state a year ago in that event and is also expected to contend for medals in the uneven parallel bars and vault.

Lyons was sixth in the state in 2012 behind Kelsy Kurfirst, who tied for the state title in the uneven parallel bars as a freshman. Kurfirst will be a top contender for the All-Around title as a sophomore, having already posted the top Sectional score in the state a week ago.

Meanwhile, Fremd looks to make it 13 in 2013, as the Vikings’ last state title in 2008 put the program at an even dozen overall. The team is led by sophomore Sydney Plitchta, who tallied Top 10 state finishes in the uneven parallel bars and balance beam a year ago.

Carmel’s team may not be back for a chance at a fourpeat, but seniors Sarah Cohen-Smith and Lauren Feely will both be in Palatine to represent the Corsairs as individual qualifiers, as they look to defend their vault and balance beam state titles, respectively.

State champions will be crowned across 14 weight classes in Class 1A, 2A and 3A, respectively, at Assembly Hall on the campus of the University Illinois in Champaign at the 2013 IHSA Individual Wrestling State Finals. The three-day tourney will begin on Thursday, February 14 and conclude on Saturday, February 16.

The 2013 state meet marks the 76th in the history of the tournament, the 45th consecutive year that Assembly Hall will serve as the host and the fifth year of the three-class state series.

Saturday evening’s Grand March, which precedes the state championship matches, will be led by Grand Marshal’s Dave Gannaway (state qualifier at UHIGH, coach, IHSA administrator), Tim Haak (Harvard coach), Mike Polz (state qualifier at Riverside-Brookfield, coach at Providence & Sandburg) and Don Schultz (state qualifier at Reavis, coach at Sandburg & Reavis).

The state tourney saw two significant changes a year ago with the return to a three-day format for the first time since 1988 and significant weight class shifts from the NFHS for the first time in nearly 25 years. The 2013 edition has a change of its own, as the state championship matches will no longer be wrestled in order from the lowest weight to the highest weight. Based on a random draw, the finals will begin at 170 pounds, followed by 182 pounds, etc. until the 160-pound matches conclude the event.

STATE CENTRAL: 2013 Speech-Individual Events

The 2013 IHSA Speech-Individual Events State Finals will be unfold on Friday and Saturday, February 15-16 at the Peoria Civic Center in Peoria. The 2013 state meet marks the 73rd annual edition of the state final and the fourth year that the Peoria Civic Center has hosted the event.

State champions will be crowned in 14 events over the course of the meet, including an overall team champion based upon points earned in each individual event. A top team will also be recognized in the Performance in the Round category, although that event does not earn points toward the overall team title.

The 2012 tournament was historic for Downers Grove South, as the school added to its IHSA-record total with a 16th team state championship, just weeks before its legendary coach Jan Heiteen was announced as a part of the 2012 NFHS Hall of Fame class. Downers Grove South won four events a year ago en route to the title, while Downers Grove North and Oak Lawn tied for second-place. Chicago Heights Marian also had a pair of individual state champs a year ago, both from Jaboukie Young-White.

IHSA Board Approves Fall Advisory Committee Recommendations

The Illinois High School Association (IHSA) Board of Directors met for its regularly scheduled meeting at the IHSA offices in Bloomington on Monday, February 11, where the Board approved Advisory Committee Terms & Conditions recommendations from fall sports and activities.

A pair of changes brought forth by the Football Advisory Committee pertaining to playoff qualification were both approved by the Board.

The first change adds an additional playoff qualifying tiebreaker to the tiebreaking process. The new tiebreaker will take the tied teams and look at their games against playoff qualifying teams from the regular-season (the number of playoff teams for each tied school would be the same based on a previous tiebreaker). The team who gave up the fewest points in those games will win the tiebreaker. The new tiebreaker will be used prior to using a coin toss to break the tie.

“Given all that the coaches and players put into a season, we never like to see playoff qualifying come down to a coin flip,” said IHSA Assistant Executive Director and football administrator Craig Anderson. “This additional tiebreaker makes a lot of sense and doesn’t create concerns about team’s running up the score that could have existed had the committee decided to use points scored as a tiebreaker.”

In addition, the second recommendation approved by the Board was a universal tiebreaker for determining the automatic qualifier from each conference for the IHSA Football Playoffs. The tiebreaker is strictly for determining who receives the automatic berth to the IHSA Playoffs and the individual conferences will still determine their official conference champion or champions.

“This change simplifies the automatic qualifying process and also closes a loophole.” said Anderson. “Currently a conference could have two or more teams tied for the championship, but not all of those teams may be playoff eligible based on their record. It prevents a conference from choosing that school as its automatic qualifier, simply based on the fact that the other two schools have already qualified.”

District Court Upholds IHSA Eligibility Ruling

The Honorable Harry D. Leinenweber of the United States District Court for the Northern District of Illinois ruled in favor of the Illinois High School Association (IHSA) on Friday, January 25, following a court hearing on January 23. The ruling centered on a fifth-year student-athlete seeking additional athletic eligibility. The student, who had previously been diagnosed with Attention Deficit Hyperactivity Disorder (ADHD), had exhausted the eight semesters of eligibility allowed by IHSA by-laws and had previously participated in four school years of competition in wrestling, which is the maximum allowed by the Association’s By-laws. As a result, the student was ruled ineligible by IHSA Executive Director Marty Hickman and subsequently by the IHSA Board of Directors after an appeal. The student argued that the IHSA failed to grant him a reasonable accommodation as required by the Americans with Disabilities Act (ADA). However, the court disagreed and in his written opinion Judge Leinenweber wrote, “(The student) also cannot establish that he would be “otherwise qualified” to participate in wrestling if it were not for his disability. Simply put, (the student’s) participation in wrestling for four years makes him ineligible under the IHSA by-laws regardless of whether he has a disability. But, if the Court were to allow (the student) to wrestle for a fifth year, despite the fact that he has already wrestled for four years, this would in effect be granting a privilege to (the student) that other students, disabled or not, do not enjoy. This belies the purpose of the ADA.” “The eight semester eligibility rule and the four years of competition rule are both long-standing by-laws that are widely supported by our membership,” said Hickman. “They level the playing field, limit red-shirting for athletic reasons and can help motivate student-athletes to remain eligible and complete school in four years.”
